Reus initially approves the special use plan for Salou Avenue 201

The Local Governing Board of the Reus City Council, in its session on October 9, 2026, has initially and conditionally approved the Special Urban Plan for the expansion of uses on the plot located at 201 Salou Avenue in Reus, promoted by Jepiro, SL. The agreement, processed under File 165/2026 of the Urban Management Unit, is published in the Official Gazette of the Province of Tarragona (BOPT) on October 19, 2026, with the official reference CVE 2026-09678. The same agreement submits the planning to public consultation for a period of one month and mandates requesting reports from the agencies affected by reason of their sectoral competencies.

A procedure protected by the Urban Planning Law

The initial approval was adopted using the competence delegated by the Mayoral Decree of June 21, 2023, published in the BOPT on July 3, 2023. The publication of the edict complies with Article 85.4 of Legislative Decree 1/2010, of August 3, which approves the Recast Text of the Urban Planning Law of Catalonia, requiring the document to be displayed to the public before its final approval.

The objective of the plan is the expansion of uses on a specific plot on Salou Avenue, one of the access roads to the center of Reus from the south of the municipality. The file includes the technical conditions imposed by the municipal body at the time of initial approval, which the promoter must comply with to move forward with the proposal.

One month to submit objections

The public consultation period is one month and is calculated from the day after the last publication of the edict in the three planned channels:

• The Official Gazette of the Province of Tarragona.
• One of the most widely circulated periodic press newspapers in the municipal area.
• The electronic office of the Reus City Council (e-tauler).

During this period, any interested person may formulate the objections they deem appropriate. The closing date of the period will therefore depend on the last of the three publications, and not solely on the insertion in the provincial gazette.

For those who do not have electronic means and are not obliged to communicate via this route, the City Council enables in-person consultation under these conditions:

• Hours: working days, from 9 a.m. to 2 p.m.
• Prior appointment is required, by email at gestio.urbanistica@reus.cat or by calling 977 010 017.

The edict is signed by the secretary general, Albert Pereira Solé, with signing authority delegated to the Territorial Services technician, and the document was electronically signed on October 14, 2026.

Impact on the area

The decision directly affects the residents and owners in the vicinity of Salou Avenue, as well as the developer Jepiro, SL, whose file will be resolved once the public information period is closed and the allegations are addressed. The expansion of uses on a plot on this road may modify the permissible activities in the area and, therefore, the economic activity and mobility of the neighborhood. However, the procedure is only initial: final approval will correspond to the municipal body once the sectoral reports and citizen contributions have been evaluated.
