The Plenary of the Reus City Council definitively approved the modification of the City Educational Council Regulations on September 18, 2026, after rectifying a material error detected during the public information process. The full text is published in the Official Gazette of the Province of Tarragona on October 6, 2026, with reference CVE 2026-08954 and file EDUC 73/2026, and enters into force the day after its publication.
The initial approval took place at the plenary session on June 19, 2026. The regulations were subsequently submitted for public information through announcements in the BOP of Tarragona on July 9, 2026 (CVE 2026-06240), in the DOGC on July 14, 2026 (CVE-DOGC-B-26188004-2026), in a written press newspaper, and on the municipal notice board. The edict is signed, by delegation of signature from the general secretary, by the head of the Legal Advisory Service, Josep Alberich Forns, with an electronic signature dated September 24, 2026.
A consultative body for the entire educational community
The new text regulates the functions, organization, and internal operation of the City Educational Council, configured as a consultative, non-binding body for citizen participation in educational matters. It is laid out in 22 articles divided into five chapters, with two additional provisions, one transitional provision, and one final provision.
Among the functions assigned to the Council are:
- The planning of school places and the determination of the influence zones of the centers.
- Compensatory actions to correct inequalities of social, economic, cultural, and personal context.
- The criteria for the integration of students with special educational needs.
- Participation in the drafting of the Local Education Plan and its revisions.
- The implementation of co-education in accordance with Law 17/2015, on the effective equality of women and men.
Eight represented sectors and four-year mandates
The composition of the Council is articulated into eight representation blocks:
- Reus City Council: the mayor as president, the councillor for education, one representative per municipal political group, and the person exercising the secretariat.
- Generalitat: one technician from the Educational Inspection and one from the Psychopedagogical Advisory Team.
- Directions of educational centers, teaching staff, administration and services personnel, families, students, and representatives of the territory.
Members are appointed by mayoral decree or by the councillor delegated in education, following the designation or proposal of each sector. Elections to the plenary are held every four years and the mandate is for four years, coinciding with the school year. Parity between women and men will be promoted in all representation sectors.
Operation, deadlines, and resources
The plenary session meets ordinarily at least twice during the school year, once at the beginning and once at the end. Ordinary notices require a minimum of seven business days’ notice, and extraordinary notices, two business days. For the first call, one-fifth of the members with voting rights are required; for the second, fifteen minutes later, a minimum of three members. Agreements are adopted preferably by consensus and, when not possible, by simple majority, with the presidency holding the casting vote in the event of a tie.
The transitional provision mandates the calling of the electoral process during the first trimester of the 2026-2027 school year. Until the constitution of the new Council, the composition existing on the date of approval of the modification shall be provisionally maintained. An administrative contentious appeal may be filed against the final approval before the Administrative Contentious Court of the High Court of Justice of Catalonia within a period of two months.
The regulation gives a formal voice to families, teachers, students, and entities in the city’s educational decisions and establishes for the first time an electoral calendar and a homogeneous operating regime for the Council, aspects that directly affect school planning and municipal educational programs for the next four school years.
