The Governing Council of the Junta de Extremadura has appointed the seven members of the Extremadura Electoral Board through Decree 175/2026, of October 20, published in the Official Gazette of Extremadura (DOE) number 211, of November 3, 2026. The renewal consists of four members who are magistrates of the High Court of Justice of Extremadura (TSJEX) and three jurists appointed upon the proposal of the parliamentary groups of the Assembly of Extremadura. The decree takes effect from the day of its publication in the regional bulletin.
The legal framework of the appointment
The designation procedure is governed by Article 11 of Law 2/1987, of March 16, on Elections to the Assembly of Extremadura, which grants the Governing Council the power to appoint members by decree. According to this provision, the Extremadura Electoral Board is composed of four members who are magistrates of the TSJEX, chosen by lottery before the president of the court, and three members who are active professors or senior lecturers of Law or Political Science at the University of Extremadura or jurists of recognized prestige.
The designation of the judicial members had already been carried out by the High Court of Justice of Extremadura, while the remaining members were proposed by the parliamentary groups. The Plenary of the Assembly of Extremadura, on June 4, 2026, adopted the corresponding agreements and forwarded them to the Junta de Extremadura for the purposes of Article 11.1 of the electoral law.
The coordination of regional electoral processes corresponds to the Department of Finance, Public Administration and Social Dialogue, in accordance with Decree 18/2026, of April 30, on the basic organic structure of the regional Administration, and Decree 106/2026, of May 26, on the organic structure of the department. The decree was proposed by the regional minister Elena Manzano Silva and deliberated by the Governing Council in its session on October 20, 2026; it is signed by the president María Guardiola Martín.
The four members appointed by the High Court of Justice
Article 1 of Decree 175/2026, pursuant to Article 11.2.a) of Law 2/1987, appoints the following magistrates as members:
- Antonio María González Floriano.
- Carmen Bravo Díaz.
- Pedro Manuel Izquierdo López-Cepero.
- Pilar Elena Sevilleja Luengo.
The three members appointed by the Assembly
Article 2 of the decree, in application of Article 11.2.b) of the electoral law, appoints as members upon the proposal of the parliamentary groups of the Assembly of Extremadura:
- Francisco Lamoneda Díaz.
- Fernando Blanco Fernández.
- José María Sánchez Cordero.
Entry into force
The sole final provision of Decree 175/2026 establishes that the regulation takes effect from the day of its publication in the Official Gazette of Extremadura, namely, November 3, 2026. No transitional regime or adaptation period is foreseen for the new members.
Decree 175/2026 was signed in Mérida on October 20, 2026, and is listed as a general provision of the Ministry of Finance, Public Administration and Social Dialogue in Section I of the bulletin, with the official reference 2026040225.
The renewal arrives with the Electoral Board of Extremadura as the central piece of the organization of any election in the community: it is the body that directs and supervises the regional electoral process, resolves appeals, and proclaims candidacies and results. With the seven members already appointed and in office, the regional Administration meets the prerequisite to call and administer elections to the Assembly of Extremadura, such that the decree has a direct effect on the legal certainty of future elections.
