REMESA opens a competitive process to select its Managing Director

Residuos de Melilla, S.A. (REMESA), a fully public-owned commercial company, has published the guidelines for the selection and hiring of its Managing Director, through an open process of publicity, competition, and professional suitability. The call is published in the Official Gazette of the Autonomous City of Melilla, number 6414, dated September 15, 2026, under reference BOME-A-2026-1039 (pages 4738 to 4752).
The position will be formalized through a special senior management employment contract, and the selected person will assume the highest executive leadership and superior ordinary management of the company, under the superior direction and control of the REMESA Board of Directors. The document, signed by the Director General of Urban Services, Ernesto Rodríguez Gimeno, in his capacity as Secretary of the Board of Directors, sets an estimated gross annual fixed remuneration of 89,500 euros.
Profile and required requirements
The guidelines establish demanding technical and managerial requirements for applicants, which must be maintained until the formalization of the contract:
- Qualification: degree in Industrial Engineering or an official university degree that enables the practice of that regulated profession, or a recognized professional equivalent.
- Professional experience: minimum of 120 months in technical, engineering, installation, maintenance, technical direction, plant operation, or project management functions in industrial, energy, environmental, or waste management fields.
- Managerial experience: minimum of 60 months in positions of direction, management, administration, or superior coordination, both as an employee and as a company administrator.
- Availability: commitment to habitual and effective residence in Melilla from the start of the service, without it being necessary to be a resident on the date of application submission.
The position will be performed under a full-time exclusive dedication regime, with the availability typical of a senior management position, and the contract will include a two-month probationary period.
Selection procedure
The selection will be carried out through a joint assessment of the curriculum vitae, professional trajectory, and accredited merits, along with a personal interview of a professional and competency-based nature. A Evaluation Committee, composed of three titular members and three substitutes appointed by the Board of Directors, will verify the requirements, assess the candidacies, and prepare a reasoned proposal with a ranked shortlist of up to three candidates.
The assessment will consider professional and managerial experience, experience related to the activity of REMESA and the public sector, procurement and economic-financial management, training, and managerial competencies. The Board of Directors will resolve the procedure and may hire any of the persons included in the shortlist, and must expressly justify the decision if they deviate from the candidate ranked in first place.
Deadlines and submission of applications
Applications may be submitted within a period of ten business days from the day following the publication of the call in the Notice Board of the Autonomous City of Melilla, available on its electronic office. Publications on the REMESA website or the transparency portal will be complementary.
The documentation to be provided includes the application for participation, identity document, updated curriculum vitae, qualification, employment history report, documentation accrediting professional and managerial experience, and the responsible declaration of the standardized model. Correctable defects may be rectified within a period of three business days after the publication of the provisional list of admitted and excluded candidates.
