The spending limit for expatriate personnel in cooperation is adjusted to 25%

The Department of Social Services, Family and Childhood of the Generalitat Valenciana has corrected a material error in the regulatory bases for international development cooperation grants for 2026, raising the expenditure limit attributable to expatriate personnel from 5% to 25%. The rectification, signed by the regional minister Elena Albalat Aguilella, is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10438, dated August 27, 2026, with reference DOGV-C-2026-27581.

The correction affects section 1.4 of the fourteenth base of Annex I of the Resolution of August 7, 2026, which approves the regulatory bases and opens the call for the 2026 financial year for aid intended to finance international development cooperation projects and programs in structurally impoverished countries and populations. Said resolution had been published in the DOGV on August 21, 2026.

The detected error

The original text set the cap on subsidizable expenditure for expatriate personnel at 5% of the granted subsidy, a percentage that the department itself recognizes as a material error. The corrected version establishes that the total subsidized expenditure for this concept may not exceed 25% of the granted subsidy.

The rectification is supported by Article 109.2 of Law 39/2015, of October 1, on common administrative procedure, which allows administrations to correct material, factual, or arithmetic errors in their acts at any time, either ex officio or at the request of the interested parties.

Personnel expenditure limits

With the correction, the limits for attributing personnel expenses are set as follows:

  • Personnel in general: the total subsidized expenditure may not exceed 60% of the granted subsidy, except in technical cooperation activities, where no limit is set.
  • Local personnel: limited by the total percentage of the item, subtracting the percentage established in the third section.
  • Expatriate personnel: may not exceed 25% of the granted subsidy.
  • Personnel based in the Valencian Community: may not exceed 7% of the granted subsidy.

Scope of the correction

The rectification resolution maintains the rest of the call in its own terms and expressly clarifies that it does not imply an extension of the application submission deadline provided for in the original resolution. The authority to approve the bases and agree on the call corresponds to the regional minister, in accordance with Article 160 of Law 1/2015, of February 6, on public finance, the instrumental public sector, and subsidies, in relation to Decree 21/2026, of February 13, of the Consell, and Decree 16/2025, of December 3, of the president of the Generalitat.

The correction is key for the NGOs applying to the call, as the increase in the limit for expatriate staff substantially expands the capacity to allocate costs of deployed personnel to the funded projects, a determining factor in the execution of cooperation programs on the ground.
