Rečica ob Savinji bans new building on flood demolition parcels

The council of Občina Rečica ob Savinji has rewritten the implementation rules for three parcels in the Spodnja Rečica cadastral district where a house must be demolished in the public interest after the August 2023 floods, banning all new construction except disaster-protection and utility infrastructure. The decision was published in Uradni list Republike Slovenije no. 1673/2026 of 15 October 2026 under reference EDA 2026-2255987000-0019. It enters into force the day after publication.

What the decision changes on the ground

The Sklep o spremembi izvedbene regulacije prostora na zemljiščih s parc. št. 589/6, 589/1, 589/4, k.o. 935-Spodnja Rečica (ID 7350) was adopted by the Občinski svet Občine Rečica ob Savinji at its 24th regular session on 1 October 2026, under file number 3500-0003/2026-20, and signed by the mayor, dr. Majda Potočnik, in Rečica ob Savinji on 14 October 2026.

Under Article 3, on the area covering parcels 589/6, 589/1 and 589/4, all in k.o. 935-Spodnja Rečica, construction is now prohibited except for:

• buildings needed for protection against natural and other disasters, and not only flood-protection measures;
• public economic infrastructure and connections to it that cannot be built elsewhere.

The area subject to the new regulation is shown in a graphic annex to the decision.

The demolition and the replacement building

Article 2 recalls the Sklep o določitvi objektov, katerih odstranitev je nujno potrebna in v javno korist, adopted by the Vlada Republike Slovenije under Article 151.c of ZIUOPZP (Uradni list RS, no. 55/24). Because of the need to protect human life and health, that government decision declares demolition necessary and in the public interest for:

• Spodnja Rečica 2a, Občina Rečica ob Savinji, building no. 320, parcel 589/6 (part), k.o. 935-Spodnja Rečica, expert opinion no. SM-ROSSPR02aS.

Article 1 confirms the location check (elaborat lokacijske preveritve) for a minor extension of building land to allow a replacement building on parts of parcels 865/44, 865/45 and 865/51, all in k.o. 918-Ljubija, in Občina Mozirje. The study was prepared by Mojca Furman Oman s.p., Rateče 3a, 4283 Rateče Planica, project no. 309-2025, dated 21 August 2025, with four supplements dated 17 November 2025, 16 March 2026, 1 April 2026 and 29 June 2026. It proposes a minor change of the building-land boundary in spatial unit EUP LU47, with designated residential use (SS), across parcels totalling 33,058.66 m².

Legal basis and publication

The decision rests on Article 13 of ZORZFS, the reconstruction and financing act, on the spatial planning act ZUreP-3, and on Articles 6 and 15 of the Statute of Občina Rečica ob Savinji. It is published in the collection of spatial acts of the spatial information system under ID 7350 and in the Official Gazette, and takes effect the day after publication.

For owners in the Mozirje/Rečica flood zone, the practical effect is that the parcels left behind by the demolition are frozen for ordinary development: only flood and disaster protection works and unavoidable utility lines may be built there, while the replacement home is steered to Ljubija.
