Covered sites and actual competition

The largest lot, LOT-0001, concerns the TV production sites in Rome; LOT-0007 lists in detail the Raffaella Carrà TV Production Center, the Fabrizio Frizzi Television Studios, Fontanella Borghese, Service Centers Salario 1 and 2, the Teatro delle Vittorie, and the radio offices in via Asiago and via Oslavia.

Subcontracting is declared only for lots 1 and 3, without indication of value or percentage.

The selection of winners dates back to December 19 and 20, 2024, while the contract conclusion dates are spread between December 19, 2024, and June 18, 2025. The procurement manager signing the notice is Olga Ferraioli.

Appeals and European publication

Appeals are under the jurisdiction of the territorially competent TAR (Regional Administrative Court) pursuant to Article 120 of Legislative Decree no. 104/2010, located at via Flaminia 189 in Rome. The notice was transmitted on October 9, 2026, and was also published in the Official Journal of the European Union under number 707273-2026, S edition 198/2026 of October 13, 2026.

For the private security market, this is an award of national significance, which consolidates the arrangements between the sector’s major operators: Security Service and Union Facility were awarded two lots, Urbe Vigilanza with Consorzio Stabile BACNET three, while allSYSTEM with Sicuritalia and the group led by Securpol Puglia with Italpol Vigilanza split the remaining two. The difference between the 64.5 million awarded and the 86.2 million estimated leaves room for the planned biennial renewals, an element that will impact employment levels and the programming of services across Rai sites throughout Italy.
