Context: municipal co-financing as a permanent practice
Acts of other municipalities were also published in the same “LOCAL GOVERNMENTS” section of the official publication — Ogre Municipality Council binding regulations No. 19/2026, No. 20/2026, and No. 21/2026, Saldus Municipality Council binding regulations No. 19, No. 20, and No. 21, Krāslava Municipality Council binding regulations No. 2026/11, Talsi Municipality Council binding regulations No. 16 and No. 20, as well as Tukums Municipality Council binding regulations No. 25.
The day before, on September 28, 2026, in issue No. 186, the Jūrmala City Council binding regulations No. 21 were published — amendments to the Jūrmala Council binding regulations No. 50 of October 25, 2022, “On the amount of co-financing of the Jūrmala state city municipality and the procedure for its allocation for the implementation of energy efficiency improvement measures for multi-apartment residential buildings”. This indicates that the renewal of co-financing regulations is occurring in several municipalities simultaneously.
What this means for Riga residents
The amendments apply to the rules governing municipal support for the maintenance and modernization of residential buildings; therefore, they affect everyone living in Riga who plans building renovation or maintenance work with municipal co-financing. The precise amount of support, the allocation procedure, and the submission conditions must be sought in the published text of the act, rather than in the announcement of its issuance. Since the amendments have been published in the official gazette, they are publicly available to any interested party.
