Quer publishes the collective agreement for its contractual staff for 2026

The Official Gazette of the Province of Guadalajara, in issue number 168 of Wednesday, September 2, 2026, publishes the Collective Agreement between the Corporation and the Labor Personnel of the Most Excellent City Council of Quer for 2026. The text, which was entered on August 5, 2026, into the Registry of Collective Labor Agreements and Accords and was corrected on July 22, regulates the working conditions of the municipal labor employees.

The agreement was signed in Guadalajara on August 28, 2026, by the provincial delegate of the Ministry of Economy, Business and Employment of the Regional Government of Castilla-La Mancha, Susana Blas Esteban, who orders its registration in the registry and its free publication in the gazette. The validity is two years from its entry into force, with an annual tacit extension if no notice of termination is given two months in advance.

Working Day, Schedule, and Vacations

The agreement establishes a single and continuous working day of 35 hours per week, from Monday to Friday, with a thirty-minute break computable as effective work for shifts of at least five and a half hours. Schedule flexibility is provided during school vacations, for reconciliation with children under 12 years old, and for medical assistance, as well as a pool of 60 hours for the care of minors and elderly people or people with disabilities.

  • Vacations of 23 business days, extendable up to 27 depending on seniority (15, 20, 25, and 30 or more years of service).
  • December 24 and 31 are non-working days, with the right to one additional day for personal matters if they fall on a weekend.
  • Office hours with mandatory presence from 9:00 to 14:00 and flexibility for entry and exit.

Leaves and Social Conditions

The chapter on paid leaves includes permits for birth of 19 weeks (32 for single parenthood), adoption and fostering, breastfeeding, marriage (15 days), and personal matters (6 days). A Social Action Fund is created with a maximum amount of 12,000 euros for all workers, with grants for prosthetics, glasses, studies, and disability.

  • Grant of 150 euros for birth or adoption and 250 euros for marriage or domestic partnership.
  • Grants for nursery school and studies between 250 and 450 euros annually per child.
  • Temporary disability supplement up to 100% of remuneration from the 21st day of leave.
  • Repayable advances of up to 3,500 euros and grants of up to 7,000 euros for primary residence.

Disciplinary Regime and Signature

The agreement classifies misconduct as minor, serious, and very serious, with sanctions ranging from written warnings to dismissal, and establishes statutes of limitations of 10, 20, and 60 days, respectively. It also regulates internal promotion, the Job Position List, the reservation of 7% of positions for people with disabilities, and accident insurance with minimum coverage of 100,000 euros per worker.

The text is signed by the staff delegate Iván Pérez Anos and the union representatives Ana Concha Sanz (UGT), Javier Salvanés Henche (CSIF), and María Eugenia Gómez Gómez (CCOO), along with the mayor Gema Cañones Ordoñez, the deputy mayor Jorge Paris Barnes, and the secretary-auditor María Milagros Centenera Benito.

The publication provides legal certainty to the municipal workers of Quer and their unions, who now have a complete and updated regulatory framework for the negotiation and management of the municipality’s public services.
