Quer approves its Municipal Organic Regulation which regulates the functioning of the Plenary

The Quer City Council has definitively approved the modification of its Municipal Organic Regulation, a rule that regulates the organization and operating regime of the governing and administrative bodies of the municipality. The agreement was adopted by the Plenary in a session on August 19, 2026, and its full text is published in the Official Gazette of the Province of Guadalajara number 176, of September 15, 2026, for the purposes of articles 70.2 and 65.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.
The regulation is issued in exercise of the regulatory and self-organization powers granted by articles 4 and 20.3 of Law 7/1985, Royal Decree 781/1986, of April 18, and Royal Decree 2568/1986, of November 28. The document, signed in Quer on September 11, 2026, by the mayor-president Gema Cañones Ordoñez, is structured into a preliminary title and five titles that develop the statute of the members of the corporation, the municipal organization, and the functioning of the necessary and complementary bodies.
City Council Bodies
The regulation establishes the necessary bodies of the municipality and the complementary ones, and details their powers:
- Necessary bodies: the Mayor, the Deputy Mayors, the Plenary, the Local Government Board, and the Special Accounts Commission.
- Complementary bodies: the Delegated Councilors, a figure not expressly contemplated in the law but supported by municipal autonomy.
- The Mayor is addressed as Your Honor and presides over the corporation, with powers ranging from directing the government and administration to the leadership of the Municipal Police.
- A Register of Interests for the members of the corporation is created, kept by the City Council Secretary, with declarations of assets and incompatibilities prior to taking office.
Functioning of the Plenary
The Plenary, composed of all councilors and presided over by the Mayor, holds public sessions that are streamed via the electronic headquarters and the council’s social networks. For its valid constitution, the attendance of one-third of the legal number of members is required, which may never be fewer than three, and the quorum must be maintained throughout the session.
In each ordinary session, each political group may submit a maximum of two motions, five written questions or requests, and three oral requests or questions. Debates are ordered by the Mayor, with limited speaking turns: ten minutes for the municipal government, five minutes per group in the first turn, and half that in the second.
Telematic Sessions
The regulations detail the holding of sessions by electronic means, preferably via videoconference, both in exceptional situations (force majeure, serious collective risk, or public catastrophes) and on an ordinary basis to provide flexibility regarding the location. Attendees must verify their identity using an electronic certificate and remain within Spanish territory.
Voting is conducted individually, with the Mayor asking each attendee for their vote, and the audiovisual recording of the session is integrated into the electronic file with technological evidence that guarantees its authenticity and integrity. Occasional or definitive disconnections during the session are equated to absences, with the vote counting as an abstention in the provided cases.
Entry into force and appeals
The regulations shall enter into force once the full text is published in the Official Provincial Gazette and the period provided for in Article 65.2 of Law 7/1985 has elapsed. An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within two months from the day following the publication of the announcement.
The approval of this regulation provides Quer with a stable and transparent framework for municipal governance, clarifying the operating rules of the Plenary, the organization of the corporation, and citizen access to sessions, in line with the principles of necessity, effectiveness, proportionality, legal certainty, transparency, and efficiency required by Law 39/2015, of October 1.
