Quer approves the economic and social agreement for its officials for 2026

The Official Gazette of the Province of Guadalajara, number 168, of Wednesday, September 2, 2026, publishes the Economic and Social Agreement between the Corporation and the Civil Service Personnel of the Quer City Council for 2026. The text, registered in the Registry of Collective Labor Agreements and Accords of the Provincial Delegation of Guadalajara, was signed in Guadalajara on August 28, 2026, by the provincial delegate, Susana Blas Esteban, who ordered its registration and its free publication in the gazette.

The agreement regulates the working conditions of all civil service personnel providing services in the centers dependent on the Quer City Council, including contracted temporary personnel, and excludes personnel from contracted companies and workers in labor insertion plans. It shall enter into force the day after its signing and shall have a duration of two years, with an annual tacit extension if no notice of termination is given two months in advance.

Working day, schedule, and flexibility

The ordinary working day shall be a single and continuous shift of 35 hours per week, from Monday to Friday, with a thirty-minute break computable as effective work for shifts of at least five and a half hours. The labor calendar will be negotiated each year before January 31, and December 24 and 31 are considered non-working days but not holidays.

  • Schedule flexibility during school vacations (July 1 to September 9), with a recoverable reduction of one hour per day.
  • Adaptation of the fixed schedule at the start of educational activities for children under 12 years of age.
  • A bank of 60 hours per year for the care of minor children, elderly, and persons with disabilities, recoverable within a maximum of four months.
  • Teleworking for positions susceptible to non-presential provision, with a regulation planned for the first semester of 2026.

Vacations, permits, and remuneration

Paid annual vacations shall be 23 working days, extendable up to 27 depending on seniority (15, 20, 25, and 30 or more years of service). Paid permits are established for birth, adoption, breastfeeding, marriage, private matters, and gender-based violence, among others, as well as unpaid leaves of up to three months in two years.

  • Specific supplement in fourteen payments, with tables maintaining the 2022 values.
  • Overtime hours valued by professional group (from €16.28 to €33.55 per normal hour).
  • Productivity supplement for training of €447.23 annually per triennium.
  • Personal supplement for position linkage, from €6.12 to €42.19 per month depending on the group.

Social action and protection

The agreement creates a Social Action Fund with a maximum amount of 12,000 euros for all workers, providing aid for prosthetics, glasses, studies, and childcare. Benefits are provided for birth (150 €), marriage (250 €), and physiotherapy or psychology treatments (up to 200 € annually).

  • Repayable advances of up to 3,500 € over 24 monthly installments and aid of up to 7,000 € for primary residence.
  • Temporary disability supplement up to 100% of remuneration from the 21st day.
  • Accident insurance with minimum coverage of 100,000 € per worker.
  • Reservation of 7% of job positions for people with disabilities.

The agreement was signed by the mayor, Gema Cañones Ordoñez, the deputy mayor Jorge Paris Barnes, and the secretary-auditor María Milagros Centenera Benito, along with the union representatives Iván Pérez Anos (staff delegate), Ana Concha Sanz (UGT), Javier Salvanés Henche (CSIF), and María Eugenia Gómez Gómez (CCOO).

Publication in the official bulletin gives full effect to a framework that directly affects the municipal workforce of Quer and the quality of local public management, establishing for two years the rules for working hours, remuneration, and social protection of the City Council employees.
