Puebla de la Calzada expands its 2026 public employment offer

The City Council of Puebla de la Calzada has approved the expansion of its Public Employment Offer (OEP) for 2026 with a new position for an audiovisual technician-cultural manager, which will be filled through a competitive examination (concurso-oposición) system. The decision, adopted by Mayoral Resolution 2026-0724 on September 2, 2026, was made public in the Official Gazette of Extremadura (DOE) No. 177, dated September 14, 2026, under official reference 2026081505.
The expansion responds to the need to provide legal coverage for a position that had already been performed on a temporary basis. According to permanent control report 2026-0008, the position arises from the declaration of an audiovisual technician as indefinite non-permanent labor personnel by judicial ruling, a scenario that does not count toward the staff replacement rate and necessitates the inclusion of the position in the public offer.
Origin and processing of the file
The process began with the approval of the Municipal Budget for 2026, agreed upon by the Plenary in the session of December 4, 2025, and published in BOP No. 249 on December 31, 2025, along with the Personnel Staffing and the Job Classification List (RPT). The initial 2026 OEP was approved by Mayoral Resolution 2026-0321 on April 29, 2026, and published in BOP No. 83 on May 5, 2026, and in DOE No. 89 on May 12, 2026.
Subsequently, the 4th modification of the RPT and the 2nd modification of the staffing for the 2026 budget were processed, incorporating the position into the staff and regulating the linked post. The expansion was negotiated in the negotiating commission held on June 22, 2026, and the file was closed with the proposal report from the Secretariat on September 2, 2026.
The announced position
The new position falls within the labor personnel group and has the following characteristics:
- Labor category: audiovisual technician-cultural manager.
- Group/subgroup: A2.
- Destination supplement (CD): 20.
- Number of positions: 1.
- Selection procedure: competitive examination (concurso-oposición).
The resolution is based on Article 21.1.g) and Article 91 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, as well as Article 70 of the Recast Text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30.
Publication and appeals
The agreement will be sent to the General State Administration, and the number of temporarily occupied positions will be certified to the Ministry of Finance and Civil Service. The resolution will be published in the DOE, in the Official Gazette of the Province of Badajoz, and on the City Council’s electronic headquarters, and it will be reported to the Plenary in the next session.
Interested parties may file the following against the resolution:
- Optional appeal for reversal (recurso potestativo de reposición) before the Mayor’s Office, within a period of one month from the day following its publication.
- Contentious-administrative appeal before the Contentious-Administrative Court based in Mérida, within a period of two months, in accordance with Law 39/2015, of October 1, and Law 29/1998, of July 13.
The expansion of the OEP (Public Employment Offer) represents an opportunity for local public employment in the cultural and audiovisual fields for the region, and consolidates the regularization of a position that had already been performed on a temporary basis.
