Execution of the Environmental Fund extended until November 13
Por FactBox Admin

The Department of Presidency, Justice and Sports extends until November 13, 2026, the deadline to execute projects and present the justifying account for the Environmental Compensation Fund grants corresponding to the 2026 financial year. The extension is established in the Order of October 19, 2026, signed by Councilor Diego Calvo Pouso and published in the Official Gazette of Galicia (DOG) number 206, of October 28, 2026, within section III, Other provisions, on pages 53913 and 53914 (CVE-DOG 5qdudje9-g2g2-rjg5-yzt5-x5kogwqo3ke9). The measure affects all local entities benefiting from the lines called this year.
The new provision modifies article 30.1 of the Order of January 16, 2026, which regulated the distribution criteria and established the regulatory bases and the call for the fund’s grants (DOG no. 25, of February 6). That article established October 31, 2026, as the deadline for the implementation and justification of the subsidized actions. With the now-approved text, beneficiary entities have a deadline “to execute the subsidized project and present the justifying account until November 13, 2026.”
The Environmental Compensation Fund was created by Law 8/2009, of December 22, which regulates wind energy utilization in Galicia and creates the wind energy canon and the fund itself. The 2026 call was processed as an anticipated expenditure file, in accordance with the Order of the Department of Economy and Finance of February 11, 1998 —modified by those of November 27, 2000, and October 25, 2001— and the draft general budget law of the Autonomous Community for 2026, approved by the Council of the Xunta at its meeting on October 17, 2025.
What changes and who is affected
- Previous deadline: October 31, 2026.
- New deadline: November 13, 2026.
- Subsidized lines: one in non-competitive competition and another in competitive competition.
- Management modalities: individual form and shared management system.
- Affected procedures: PR483A, PR483B, PR483C, and PR483D.
- Recipients: local entities of Galicia.
The reasons for the extension
The department justifies the extension based on the number of subsidized projects and the complexity of the processing and contracting process in the beneficiary local entities. The order indicates that the regulatory bases do not contain any provision against the extension and that the decision does not cause prejudice to third parties.
The stated objective is “to make the execution process of the subsidized projects viable and enable compliance with the management procedure,” so that the councils can complete the actions and formalize the justifying documentation within the financial year.
Legal protection and entry into force
The extension is based on article 45.3 of Decree 11/2009, of January 8, which approves the Regulation of the Grants Law of Galicia. This provision allows the granting body to grant an extension of the deadline for submitting the justification that does not exceed half of said deadline, provided that the rights of third parties are not prejudiced.
The regulation also cites Law 9/2007, of June 13, on grants in Galicia, and Law 8/2009, of December 22. The final provision establishes that the order enters into force on the same day of its publication in the Official Gazette of Galicia, that is, on October 28, 2026.
Impact for the councils
The extension gives slightly less than two additional weeks to municipalities with ongoing projects, a relevant margin for councils that have contracts pending award or material execution. Without this extension, beneficiary entities that did not submit the justifying account before October 31 would be exposed to the consequences of non-compliance with the deadline set in the regulatory bases.
The decision affects a line of aid linked to wind energy canon revenues, meaning that the execution calendar directly conditions the ability of councils to undertake environmental investments financed by the fund.
