PROMEDIO creates 51 positions and two management roles in its organic staff

The Consortium for the Management of Environmental Services of the Provincial Council of Badajoz (PROMEDIO) has definitively approved the modification of its list of job positions and organic staff for 2026, which creates a Head of the Purification Service, a Head of the Digitalization Section, and 51 positions reserved for civil servants. The resolution is published in the Official Gazette of the Province of Badajoz No. 189, dated October 2, 2026, through Announcement 3837/2026, which corrects by omission the resolution of the Vice President disseminated in BOP No. 139 of July 23, 2026. The text adds a sixth point to that resolution and makes the reorganization of the provincial consortium’s water, waste, and procurement services definitive.

The decree was issued on September 29, 2026, by the Delegated Deputy of the Environmental Management Consortium of the Provincial Council of Badajoz, by delegation of the President, as stated in the announcement. The specific modification had been approved by agreement of the consortium’s General Board in an ordinary session on June 8, 2026, and published in BOP No. 120 of June 26, 2026. After the mandatory fifteen days of public exhibition passed without any allegations being presented, the definitive approval of the modifications proceeded.

New Head of the Purification Service

• Creation of a Head of the Purification Service (code 3798, level 28, specific supplement of 27,154.26 euros).
• The WWTP Management Unit and all its personnel (positions 9, 4170, 30, 4150, and 32) move from being attached to the CIA Service to being integrated into the new Purification Service.
• Position 12411, intermediate environmental management technician (position 4126), is attached to the CIA Service, Drinking Water Unit.

Digitalization, remote control, and procurement

A Head of the Digitalization Section is created (code 3799, level 25, specific supplement of 18,001.20 euros) along with an Intermediate Environmental Management Technician position, specifically an Intermediate Technician Expert in Remote Control of a contractual nature, attached to that section. Part of the personnel from the Remote Control Section is also attached to it:

• Position 31, Intermediate Technician specialized in Remote Control, GIS, and Automation (position 32, Intermediate Environmental Management Technician).
• Position 11, Auxiliary Equipment Maintenance Technician (position 11, Auxiliary Environmental Management Technician).
• Position 4148, Auxiliary Equipment Maintenance Technician (position 12433, Auxiliary Environmental Management Technician).

The Digitization Section is integrated into the CIA Service, and the Telecontrol Section is transferred to the RSU Service. Additionally, the function sheets for the Administrative Management and General Affairs Service and the Human Resources, Legal Regime, and Internal Regime Service are modified: the Procurement Section will depend on the Human Resources and Legal Regime Service, while Internal Regime, the Record of Processing Activities, the Whistleblowing Channel, the electronic office, the service charters, and the procedures catalog are transferred to the Administrative Management and General Affairs Service. The Procurement Section maintains the positions of Section Head and Contract and Project Management Technician (position 4203); position 4202, Environmental Services Administration Technician, is assigned to the Administration Section, and position 4132, Environmental Services Administrative Assistant, to the Procurement Section.

Administrative reinforcement and 51 civil servant positions

In the economic sphere, position 4187, Middle Technician of Environmental Management (civil servant), is assigned to the Economic Management Service. In the Internal Control Section, a civil servant position for Environmental Services Administrator is created, and position 4200, Environmental Services Administrative Assistant, is transferred from the Waste Section.

The sixth point, added by the error correction, creates 51 positions reserved for civil servants without budgetary allocation and without a vacancy, for future assignment from the Provincial Council due to a change in legal regime. Among them are:

• 28 senior, middle, and auxiliary technical positions in communication, laboratory and water research, integrated water cycle, purification, WWTP, telecontrol, urban solid waste management, and project management.
• 2 IT Assistant positions.
• 9 Administrative Assistant positions.
• 6 Heavy Vehicle Driver positions for Environmental Services.
• 6 Laborer positions for Environmental Services.

Labor positions and appeal process

The organic staff list (Annex I) includes the creation of labor personnel positions: one Middle Environmental Management Technician (group A2), three Administrative Assistants (group C2), and one Maintenance Attendant (professional group). The announcement further details the creation of three Environmental Services Administrative Assistant positions and one Environmental Services Maintenance Attendant position, all of which are labor personnel.

An administrative appeal may be filed against the resolution, which makes final the approval of the modification of the RPT (Personnel Regulation Table) and the staffing table, before the Contentious-Administrative Court based in Badajoz within two months from the day following its publication, in accordance with articles 30 and 114.c) of Law 39/2015 and articles 8, 10, and 46 of Law 29/1998. The decree is signed by the Vice President of the Consortium and countersigned by the Delegate Secretary of PROMEDIO, M. Manuela Rojas Gálvez.

The reorganization redesigns the service map of the integrated water cycle and waste management in the province of Badajoz, with two new headships and administrative reinforcement that directly affects the consortium’s staffing. The 51 positions reserved for civil servants, which currently lack budgetary allocation or specific posts, open the door to future incorporations from the Provincial Council through a change in legal status, while the creation of labor positions consolidates PROMEDIO’s own personnel.
