PROMAZ: the soil remediation contribution increases to 0.01 euro per litre

The mandatory contribution collected by the non-profit organization PROMAZ to finance the soil remediation of filling stations and heating oil tanks is increasing to 0.01 euro per litre of gas oil put into consumption. This increase, approved by a ministerial decree on September 2, 2026, applies as of October 1, 2026. The decision is published in the Belgian Official Gazette of September 7, 2026, page 49114, under reference C-2026/006503.

An interregional cooperation framework

The decree, signed in Brussels by the Minister of Economy and the Minister of Energy, approves the request submitted on February 4, 2026, by the non-profit PROMAZ (company number 0726.647.586). It is based on the Cooperation Agreement of July 25, 2018, between the Federal State, the Flemish Region, the Walloon Region, and the Brussels-Capital Region regarding the execution and financing of soil remediation for filling stations and heating oil tanks, approved by the law of April 28, 2019 (Articles 15, § 6 and 35, § 4).

The request received a positive opinion from the Interregional Soil Remediation Commission on February 13, 2026, as well as the opinion of the Finance Inspector given on August 21, 2026.

An increase justified by the non-profit’s mission

According to the recitals of the decree, the request from the non-profit PROMAZ and the attached financial analyses demonstrate that the increase of mandatory contributions to 0.01 euro is necessary as of October 1, 2026, in order to fulfill its mission and cover its operating costs.

The non-profit PROMAZ was recognized on November 25, 2021, by the Interregional Soil Remediation Commission for a period of 20 years, until 2042. The increase in the contribution is intended to cover its expenses until the end of this recognition.

Scope of the contribution

The contribution of 0.01 euro per litre applies to gas oil intended for heating applications put into consumption. It concerns:

• filling stations, for the remediation of soils contaminated by fuels;
• heating oil tanks, for the remediation of polluted soils;
• all heating oil put into consumption within the territory of the concerned federated entities.

The decree contains a single article approving the request of the non-profit PROMAZ and setting the entry into force of the contribution on October 1, 2026.

A measure with a concrete impact for consumers

This increase, which raises the contribution from 0.002 to 0.01 euro per litre, will be passed on to the price of heating oil for households and businesses. In return, it guarantees the sustainable funding for the decontamination of soil at filling stations and heating tanks, a major environmental and health issue for the three Regions and the Federal State. The operators concerned must integrate this cost as of October 1, 2026.
