Principality approves subsidies for grassroots sports clubs in Asturias

The Ministry of Culture, Linguistic Policy and Sport of the Principality of Asturias has published Order CPLD/2/2026, of 6 August 2026, in the Official Gazette of the Principality of Asturias (BOPA) No. 159 of 18 August 2026, with reference code 2026-06727. The regulation, signed by the Minister Ana Vanesa Gutiérrez González, approves the regulatory bases for the granting of subsidies intended for sports clubs to promote non-professional grassroots sport.

This is a provision framed within the Strategic Subsidies Plan of the Ministry for the period 2026-2028, approved by Resolution of 4 February 2026 (BOPA of 17 February), in which the drafting of these bases was listed as a pending action. The regulation is based on Law 39/2022, of 30 December, on Sport and on Law 5/2022 of the Principality of Asturias, of 29 June, on Physical Activity and Sport, and complies with Law 38/2003, of 17 November, General Subsidies Law and Royal Decree 887/2006, of 21 July, which implements it.

Who can apply for the subsidy?

The regulation opens the possibility of accessing these grants to two types of sports entities: basic sports clubs and clubs of non-sports entities, provided they are registered in the Registry of Sports Entities of the Principality of Asturias. To obtain beneficiary status, clubs must meet minimum requirements regarding seniority and competitive activity.

• Registration in the Registry of Sports Entities of the Principality of Asturias with at least six months of seniority as of the date of publication of the extract of the call for applications in the BOPA.
• Having federated teams that have participated in official non-professional competitions under the Regular League system with participation from two or more autonomous communities in the 12 months prior to the publication of the call for applications.
• Not incurring the prohibitions set out in Article 13 of Law 38/2003 and complying with the obligations set out in Article 14 of the same regulation.

Eligible expenses

The subsidies are designed to cover the direct costs incurred by clubs in enabling their teams to participate in non-professional inter-autonomous community competitions. The annual call for applications will determine the sports disciplines to which the grants are directed.

• Transport and accommodation expenses for coaches and athletes arising from participation in official non-professional competitions in the inter-autonomous community Regular League.
• Expenses for the acquisition of sports equipment used by federated teams in those competitions.
• Expenses for civil liability insurance and insurance not attached to the athletes’ federative licence.
• Expenses for federative sports training for coaches and athletes of the participating teams.

Financial expenses, legal or financial advisory fees, notarial, registry, expert appraisal, bank guarantee costs, nor the VAT paid are eligible for subsidy.

Assessment criteria and amount

Subsidies are granted under a competitive bidding regime, and an Assessment Committee evaluates applications according to six criteria totaling 100 points. The maximum amount of each subsidy is determined in the call resolution, based on the score obtained.

• Number of teams with a federation license in non-professional inter-autonomous Regular League competitions: up to 20 points.
• Number of educational centers where the club promotes and teaches the sport: up to 20 points.
• Number of teams in the Principality of Asturias Sports Games: up to 20 points.
• Number of coaches and athletes trained in the 12 months prior to the call: up to 10 points.
• Having a protocol for action against sexual violence against women in sport, with justification of its implementation: 10 points.
• Having adapted sport specialties or being an inclusive sports organization: up to 20 points.

Entities that reach 100 points will be subsidized with the maximum economic amount. If the credit is insufficient, a proportional correction coefficient will be applied. Subsidies under €6,010 are paid in advance of the signing of the Grant Resolution, without requiring a guarantee.

Obligations and deadlines

Beneficiary clubs assume specific obligations of institutional visibility and transparency. The application submission period will be at least 10 business days from the publication of the extract of the call in the BOPA, and the maximum period to resolve and notify is six months.

• Install two banners with the official logos of “Deporte Asturiano” in a prominent place at the playing facilities.
• Insert the corporate image of “Deporte Asturiano” on posters, brochures, leaflets, tickets, and other graphic documentation of the club.
• Include on the club’s website a link with the “Deporte Asturiano” logo as access to the website of the competent General Directorate.
• Justify the subsidy before November 30 of each fiscal year, through a report of the activity, certification of expenses, and graphic documentation.
