Priaranza sets the fee for the Villavieja tourist hostel at 15 euros

The City Council of Priaranza del Bierzo has definitively approved the modification of the Fiscal Ordinance Regulating the Fee for the Provision of Tourist Hostel Services, which sets the rate for the municipal hostel in Villavieja at €15.00 per user and overnight stay. The agreement, adopted by the Plenary in the session of June 29, 2026, is published in the Official Gazette of the Province of León number 166, dated September 1, 2026, with reference BOP-LE-2026-166003.

The modification affects Article 5 of the ordinance and enters into force on the day of its publication in the gazette, remaining in effect until its express modification or repeal. The final text is established after the public exhibition period ended without any allegations being presented.

A fee for the 16-bed hostel

The taxable event of the fee is the use of the services provided at the 16-bed tourist hostel located in Villavieja, which include accommodation, kitchen, assembly hall, and computers. Those who request the services or in whose interest the services result—understood as young people or those who use the hostel facilities—are obliged to pay as taxpayers.

The tax quota is set at FIFTEEN EUROS (€15.00) per user and overnight stay, including all taxes. The fee accrues when the service is requested, and a prior deposit of the total or partial amount may be required.

What the rate includes

The rate entitles the user to the use of the following services:

  • Use of a bunk bed and a locker with a key within a shared room.
  • Use of common areas, such as bathrooms and the lounge.
  • A set of sheets and blankets if needed.
  • The cleaning service provided by the City Council, although the making of the bed is the responsibility of the user.

The rates will not be refundable if the user does not make use of the acquired rights without giving two days’ notice, although a refund will be processed when the non-use is not attributable to the taxpayer.

Reservations are requested at the City Council Registry, at the hostel reception, or through the reservation service on the municipal website, indicating the exact number of people. At reception, the user must present their identity document and sign the acceptance of the terms of use. Fees are paid at the municipal Treasury or by bank transfer.

The ordinance is based on Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, Law 7/1985, of April 2, Regulating the Bases of Local Government, and Law 58/2003, of December 17, General Tax Law. It also refers to Decree 52/2008, of July 10, which regulates the organization of hostels in Castilla y León, and Law 11/2002, of July 10, on Youth of Castilla y León.

The agreement, signed by Mayor José Reguera Álvarez in Priaranza del Bierzo on August 28, 2026, may be appealed through contentious-administrative channels before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months of its publication.

The new fee provides a clear tariff framework for a key tourist and youth facility for the Bierzo region, and directly affects the young people and visitors who use the Villavieja hostel, who must budget 15 euros per night starting from the entry into force of the ordinance.
