President of the Republic appoints secretary and consultant for the Civil House

The Presidency of the Republic has appointed, under a secondment regime, Ana Sofia Alexandre de Moura Fernandes, BA, as secretary of the Casa Civil (Civil House) and embassy counselor Jorge Eduardo Ferreira Silva Aranda as consultant for the same structure. The decisions are contained in Orders no. 10890/2026 and no. 10891/2026, signed by the Office of the President and published in the Diário da República, 2nd series, no. 171, of September 3, 2026.
The two moves renew the top of the direct support structure for the President of the Republic, signaling a reorganization of the presidential team. Both orders are based on articles 3 and 16 of Decree-Law no. 28-A/96, of April 4, the legal instrument regulating the legal regime for secondment appointments within offices and support structures.
Appointment of the Secretary of the Casa Civil
By Order no. 10890/2026, Ana Sofia Alexandre de Moura Fernandes, BA, a senior technician from the personnel roster of the Odivelas Municipal Council, is appointed to serve as secretary of the Casa Civil, effective September 7, 2026. The appointment is based on article 3, paragraph 1, and article 16, paragraphs 1 and 2, of Decree-Law no. 28-A/96.
Appointment of the Consultant of the Casa Civil
By Order no. 10891/2026, embassy counselor Jorge Eduardo Ferreira Silva Aranda is appointed consultant of the Casa Civil, effective September 1, 2026. The order sets his allowances as provided for in paragraphs 1 and 2 of article 20 of the aforementioned decree, at 100% of the allowances of an identical nature established for the position of advisor.
In summary, the two orders determine:
- Ana Sofia Alexandre de Moura Fernandes — secretary of the Casa Civil, effective September 7, 2026.
- Jorge Eduardo Ferreira Silva Aranda — consultant of the Casa Civil, effective September 1, 2026, with allowances of 100% of the advisor position.
