President Ali Brings Land Registry Section 43 Into Force in Essequibo

President Dr. Mohamed Irfaan Ali has brought section 43 of the Land Registry Act (Cap. 5:02) into force in two parcels of land on the West Bank of the Essequibo River, extending formal land registration to that part of the county. The decision is set out in Order No. 180 of 2026, the Land Registry Act (Commencement of Section 43) Order 2026, published in The Official Gazette of Guyana of Saturday, 19 September 2026, Legal Supplement B. The order covers Parcel 936 and Parcel 1793, both portions of Plantation Onderneeming in the County of Essequibo.
The order was made under the Land Registry Act (Cap. 5:02) and states that it is issued “in exercise of the powers conferred upon me by section 1(2)” of that Act. Its operative clause provides that section 43 of the Act “shall come into force at the commencement of this Order in the areas described in the Schedule.” The instrument is carried in the Legal Supplement of gazette number 372/2026, at pages 929 and 930, and is signed by the President.
Land registration areas determine where the state’s formal system of title registration applies, so designating these two parcels brings landowners and prospective buyers within the registry framework rather than leaving them under the older deeds-based arrangements. Both parcels lie in Block No. V, Zone: West Bank Essequibo River, in the County of Essequibo.
The two parcels listed in the Schedule
The Schedule to the order describes the areas in which section 43 now applies:
- Parcel 936, a portion of Plantation Onderneeming or area other than Land Registration Area, containing 26.8526 acres (twenty-six decimal eight five two six acres).
- Parcel 1793, formerly Block ‘CHPA 3’, being a portion of Plantation Onderneeming and part of Government Land, containing 155.126 acres (one hundred and fifty-five decimal one two six acres).
Survey plans and registry deposits
Each parcel is defined by sworn survey plans recorded with the Guyana Lands and Surveys Commission and deposited in the registry:
- Parcel 936 is shown on a plan by M.S. Azam, Sworn Land Surveyor, dated 3 March 2010, recorded in the Guyana Lands and Surveys Commission on 23 April 2010 as Plan No. 47441 and deposited in the Land Registry on 15 September 2026.
- Parcel 1793 is shown on a plan by Vinyak V.H. Brandon, Sworn Land Surveyor, dated 18 July 2025, recorded in the Guyana Lands and Surveys Commission on 28 July 2025 as Plan No. 92160 and deposited in the Deeds Registry of Georgetown on 15 September 2026.
- The same parcel is further defined on a plan by Enrique G. Monize, Commissioner of the G.L.S.C. and Sworn Land Surveyor, dated 27 January 2026, recorded in the Guyana Lands and Surveys Commission on 30 January 2026 as Plan No. 93993 and deposited in the Land Registry on 15 September 2026.
What the order changes
Section 43 of the Land Registry Act is the provision the President has now activated for these areas. The order does not amend the Act itself; it fixes the geographic scope of the commencement, so the section applies only within the two parcels described in the Schedule and nowhere else in the county. The instrument is cited as the Land Registry Act (Commencement of Section 43) Order 2026 and was made in September 2026.
For residents and buyers on the West Bank Essequibo, the practical effect is that land within Parcel 936 and Parcel 1793 now falls under the registration regime established by the Land Registry Act, with title recorded through the Land Registry rather than only through the Deeds Registry. The change takes its place in the statute book as Order No. 180 of 2026.
