Premià de Mar opens the 2027 waste tax to the public
Por FactBox Admin

The Premià de Mar City Council has provisionally approved the modification of Fiscal Ordinance 4.7, regulating the tax for the provision of the municipal waste management service, for the 2027 fiscal year and onwards, as well as its consolidated text. The agreement was adopted in the plenary session on October 21, 2026, and is published in the Official Gazette of the Province of Barcelona on October 29, 2026 (official reference CVE 202610160273), with a public exhibition period of thirty business days.
The text is part of the package of fiscal ordinances and public prices that the council is processing jointly for the coming year. Once the allegations process is completed, the regulation will apply to all homes and premises in the municipality that are taxable subjects of the tax.
Three regulations approved at once
The Plenary of October 21 gave provisional green light to three texts, all with effects starting from the 2027 fiscal year:
- Fiscal Ordinance of Public Price No. 11, regarding the provision of collective self-consumption services of municipal photovoltaic installations, with the text regulating it as Annex I.
- The modification of Fiscal Ordinance 4.7, regulating the tax for the provision of the municipal waste management service, and its consolidated text, contained in Annex II.
- The modification of Public Price Ordinance No. 8, regulating the provision of the home care service, with the consolidated text in Annex III.
The processing is framed within Article 17 of the consolidated text of the Law regulating local treasuries, approved by Royal Legislative Decree 2/2004, of March 5; Article 111 of Law 7/1985, of April 2, regulating the bases of the local regime, and Article 178 of Legislative Decree 2/2003, of April 28, which approves the consolidated text of the municipal and local regime law of Catalonia. The announcement is signed by the mayor, Rafael Navarro Álvarez.
Thirty business days to examine the file
The provisional agreements and the full text of the approved or modified ordinances will remain on the notice board and on the municipal website (premiademar.cat) for thirty business days, counted from the day following the publication of the exhibition announcement in the gazette. With a publication date of October 29, 2026, the count begins on October 30.
During this period, persons with a direct interest or those who are affected may:
- Consult the file at the Department of Economic Services of the Premià de Mar City Council.
- Submit any claims they deem appropriate, in accordance with Article 18 of the consolidated text of the Law regulating local treasuries.
If the public exhibition period expires without any claims, the agreements adopted shall remain definitively approved without the need for any further pronouncement by the Plenary. Otherwise, the allegations submitted must be resolved before the final publication.
Final publication and entry into force
The definitive agreements regarding the repeal, approval, and modification of tax ordinances, as well as the approved consolidated text, will be published in the Official Gazette of the Province of Barcelona and on the municipal website. This second publication will establish the current version of the text that shall govern the tax settlements as of January 1, 2027.
The announcement approved by the Plenary orders the modification of ordinance 4.7 “for the year 2027 and following,” such that the new wording is not an isolated annual revision but the stable framework that must govern the tax in the coming years.
Impact on bills
The municipal waste management tax is a mandatory receipt tax that directly taxes each home and each commercial or service activity that generates waste similar to domestic waste; therefore, any change in the consolidated text ultimately affects the bill paid by residents and businesses in the municipality.
The process now open is the final window to challenge the quotas and tax elements before the modification is consolidated: allegations must be submitted within thirty business days following the publication in the gazette, addressed to the Department of Economic Services of the City Council of Premià de Mar.
