Premià de Mar announces 16 subsidized rental homes on Carme Street

The Premià de Mar City Council has opened the call to award 16 subsidized rental homes from the development at Carrer Carme, 4, and to grant subsidies to finance part of the rental payments during the first year. The Mayor’s resolution, dated September 3, 2026, is published in the Official Gazette of the Province of Barcelona (BOPB) on September 9, 2026, with reference CVE 202610138603.

The specific regulatory bases were approved by the Local Governing Board on July 29, 2026, and published in the BOPB (CVE 202610128968) on July 31, 2026. The maximum budget allocated for the subsidies is €51,480, charged to budget application 7010.23101.4800000 for the 2026-2027 fiscal year. Each application can receive up to 30% of the monthly rent of the awarded home during the first twelve months of the contract.

Purpose and rental conditions

The purpose of the call is to select the awardees for the 16 homes and grant the subsidies managed by the municipal housing service. The contracts will be regulated by the Urban Leasing Law and regional and state housing regulations, with an initial duration of 7 years.

The homes must be used as a habitual and permanent residence, and the awardees must register on the municipal census (empadronar) within a maximum period of one month from the delivery of the keys. The subsidized monthly rents range from €553 to €679 depending on the number of rooms:

• 1-bedroom apartments: rent of €790-810 (subsidy of €237-243).
• 2-bedroom apartments: rent of €890-930 (subsidy of €267-279).
• 3-bedroom apartments: rent of €950-970 (subsidy of €285-291).

Requirements and target groups

Natural persons with Spanish nationality or a valid residence permit, registered in Premià de Mar for the last 3 years (or 10 years discontinuously), may apply. The gross annual income of the household unit must be between 2.5 and 4 IPREM (IRSC).

The call establishes four lists according to the group and the configuration of the household unit:

• List 1 (4 homes): people from group B, 1 bedroom.
• List 2 (1 home): people from group B, 2 bedrooms.
• List 3 (8 homes): people from group A, 2 bedrooms.
• List 4 (3 homes): people from group A with minors, 3 bedrooms.

Group A includes people over 18 and under 35 years old, and group B includes people over 65 years old. No member of the household unit may own or have the right to use another home in the Spanish State.

Deadlines and procedure

The procedure is based on competitive bidding. The application period begins the day after the publication of the summary in the BOPB and remains open for 15 calendar days. Applications are to be submitted at the registry of the Premià de Mar City Council or through the channels specified in Article 16 of Law 39/2015.

The technical commission, composed of the head of the housing service, the technical person, and the municipal comptroller, will verify the applications and prepare the proposal. The resolution is the responsibility of the mayor, Rafael Navarro Álvarez, and will be notified within a maximum period of 10 days from approval.

The call for applications strengthens the affordable housing stock of Premià de Mar and facilitates access for young people under 35 and people over 65, reducing the economic burden of rent payments during the first year.
