Pratdip approves the municipal drinking water and sewerage regulation

The Pratdip City Council has definitively approved the Regulations for the municipal drinking water supply and sewerage service, a regulation that organizes the integral water cycle in the municipality and is published in the Official Gazette of the Province of Tarragona on September 7, 2026, with the official reference CVE 2026-08157. The agreement, adopted by the Corporate Plenary in an ordinary session on August 21, 2026, became definitive as no claims were filed during the public information period.

The text, signed by Mayor Sílvia Carrillo Marco, replaces the previous regulations and expressly repeals the pre-existing delegation regime, providing the municipality with its own legal instrument for the direct management of the service.

A change in management model

Until now, the management of the service was structured through formulas of delegation and collaboration with supra-municipal entities. With the new regulation, the Pratdip City Council assumes the provision directly and ordinarily, with the aim of guaranteeing greater efficiency, proximity, and public control over the integral water cycle.

The regulation is based on the competencies attributed to the local entity by Law 7/1985, of April 2, regulating the Bases of the Local Regime, and Legislative Decree 2/2003, of April 28, which approves the Revised Text of the Municipal and Local Regime Law of Catalonia. It also incorporates the sanitary requirements of Royal Decree 3/2023, of January 10, on the quality of water for human consumption.

Rights, obligations, and billing

The regulation governs the relations between the municipal Administration and the users, and establishes an economic regime subject to the concept of a tax fee, with service financing based on the principles of sufficiency and solidarity. Among the key aspects:

  • Contracting: all supply requires a formal written contract, with mandatory bank direct debit and the possibility of requiring a deposit as a payment guarantee.
  • Billing: consumption is billed for expired periods, with a frequency not exceeding three months, and payment must be made within twenty calendar days from issuance.
  • Meters: the installation and replacement of measuring devices are the exclusive responsibility of the City Council, which may require official verification in case of discrepancy.
  • Suspensions: scheduled cuts must be announced at least twenty-four hours in advance, and suspension for non-compliance requires a prior procedure with a minimum period of fifteen days for allegations.

Sewerage and sanitation

The second part of the regulation governs the municipal sewerage service, which is municipally owned and managed directly by the City Council, which may subcontract specialist companies for network maintenance under its supervision. The regulation establishes the connection conditions, the service pipes, and the discharge regime, and provides for a sanctioning regime for infractions.

The high inspection of the sanitation system corresponds to the Catalan Water Agency, while the City Council exercises the inspection function as the managing entity of the service.

Entry into force

The regulation will enter into force once its full text is published in the BOP of Tarragona and communicated to the Sub-delegation of the Government of the State and the Delegation of the Government of the Generalitat de Catalunya, once fifteen business days from said communication have elapsed. With this regulation, Pratdip now has its own legal framework that directly affects all subscribers in the municipality, both in water supply and sanitation.
