Pozoblanco opens the revision of the ordinance regulating the IBI (Property Tax) for public allegations
Por FactBox Admin

The Plenary Session of the Pozoblanco City Council initially approved, in an ordinary session on October 27, 2026, the modification of the tax ordinance regulating the Real Estate Tax (IBI). The agreement is published in the Official Gazette of the Province of Córdoba number 214, dated November 5, 2026, with the official reference BOP-A-2026-3721 (page 15893). The review opens a 30-day period for allegations and affects the bill that property owners in the municipality will pay in the next fiscal year.
The announcement is part of the plenary agreement by which the modification of “certain tax ordinances” was initially approved, although the detail published in the gazette specifies a single text: the IBI ordinance. The file processed for this purpose, along with the full text of the tax ordinances, remains available to interested parties during the public information period.
The processing is supported by Article 17 of Royal Decree 2/2004, of March 5, which approves the Recast Text of the Law regulating Local Treasuries. The announcement was signed in Pozoblanco on October 29, 2026, by the Mayor-President, Santiago Cabello Muñoz.
Initial approval in ordinary session
The essential data of the published agreement are as follows:
- Deciding body: the Plenary of the Most Excellent City Council of Pozoblanco, in ordinary session.
- Session date: October 27, 2026.
- Scope: initial approval of the modification of the regulating ordinance of the Real Estate Tax.
- Publication: Official Gazette of the Province of Córdoba No. 214, dated November 5, 2026, page 15893.
- Official reference of the announcement: BOP-A-2026-3721.
This is an initial approval, not a final one: the text is not yet finalized and may vary if claims are admitted during the public exhibition.
Thirty days to submit claims
The file and the full text of the ordinances will be open to the public for a period of thirty days starting from the day following the publication of the announcement in the provincial gazette, that is, from November 6, 2026.
During that period, in accordance with Article 17 of Royal Decree 2/2004, the following actions may be taken:
- Claims against the content of the approved modification.
- Objections or observations regarding the file.
- Any considerations deemed appropriate regarding the text of the ordinance.
The process is open to any interested party, including owners of real estate within the municipal district, who are the subjects directly affected by the tax.
Effect on the bill for the next fiscal year
The IBI (Real Estate Tax) ordinance is the municipal regulation that establishes the rules for the tax levied on the ownership of real estate within the municipal district. Therefore, any change in its wording affects the management and the amount of the bill that owners pay to the City Council.
The review is part of the ordinary procedure for modifying tax ordinances, which requires public exhibition prior to final approval. If no claims are submitted within the indicated period, the initial agreement becomes final without the need for a new plenary pronouncement, in accordance with the same Article 17.
Other agreements from the same session
The plenary session of October 27 left another trace in the same bulletin, in this case with a different deadline:
- Credit modification no. 12/2026 (Gex 2026/14944), in the form of an extraordinary credit and credit supplement, financed from the Treasury surplus for general expenses resulting from the 2025 settlement.
- Public exhibition of that file for fifteen days from publication, at municipal offices during office hours (announcement BOP-A-2026-3720, page 15892, signed on October 30, 2026).
Both procedures share the same origin—the plenary session of October 27—but have different deadlines and objectives: 30 days for the tax ordinance and 15 days for the budget modification.
Relevance
The review of the IBI ordinance is the announcement with the greatest direct economic impact among those published by the Pozoblanco City Council this week: it affects all property owners in the municipality and determines the bill for the next fiscal year. The period for filing objections begins on November 6, so any resident who wishes to influence the text has one month to do so in writing before the City Council.
