The Pozo de Guadalajara City Council has published the regulatory bases for the selection of unemployed persons and their subsequent hiring within the framework of the 2026 Employment Plan. The call for applications appears in the Official Gazette of the Province of Guadalajara number 178, dated September 17, 2026, and was signed in Pozo de Guadalajara on September 14, 2026, by the mayor-president, Teodoro Baldominos Carnerero. The offer consists of one laborer position with a six-month full-time contract.

The call is issued under Order 46/2026, of April 7, of the Ministry of Economy, Business and Employment, which regulates the bases for the granting of subsidies for the implementation of the Active Employment Support Program. The program is subsidized by the Regional Government of Castilla-La Mancha and co-financed by the European Social Fund.

The project to be executed is for infrastructure maintenance, cleaning of public roads, and gardening. The contract will be formalized as full-time with the type linked to employment activation programs provided for in the ninth additional provision of Law 3/2023, of February 28, will have a duration of six months between September 2026 and September 2027, and will be remunerated with the minimum interprofessional wage in force at any given time, with extraordinary payments prorated.

Requirements and priority groups

Employment and service seekers registered at a Castilla-La Mancha Emplea Office in an unemployed status, with at least 360 days of registration within the 540 days prior to the registration of the offer, may participate. The priority groups are:

  • Persons between 30 and 66 years of age who do not receive contributory unemployment benefits.
  • Persons under 30 or over 66 with family responsibilities, a favorable report from Basic Social Services, or prioritization by the employment office.
  • Persons who have contributed for at least twelve months to the Special Regime for Self-Employed Workers within the previous ten years.
  • Persons living with a dependent person in families with no employed members, and those who have been out of the labor market as caregivers.
  • Persons with a recognized degree of disability equal to or greater than 33%.
  • Low-skilled youth and beneficiaries of the Youth Guarantee National System.
  • Women victims of gender-based violence, with whom at least 15% of the contracts must be formalized, unless there is an insufficient number of candidates.
  • Persons with autism spectrum disorders, victims of human trafficking, and those who prove by final judgment dismissal or discrimination based on their sexual orientation.

Additionally, applicants must be Spanish citizens or nationals of other States in accordance with the Basic Statute of Public Employees, be at least 16 years old, possess functional capacity, not be disqualified or dismissed through disciplinary proceedings, and prove the professional profile of the position.

Deadline, applications, and documentation

The deadline for submitting applications and the rest of the documentation is 15 business days from the day following the publication of the call. Applications shall be submitted to the General Registry of the City Council or through the channels provided for in Article 16.4 of Law 39/2015, of October 1, addressed to the mayor-president according to the model in Annex I.

The mandatory documents are the DNI (ID card), the job seeker card, the phytosanitary certificate, the driver’s license, and the report of registration periods as a job seeker. The absence of any of these implies automatic exclusion from the process. The authorization in Annex II is also required to consult data in other agencies.

Scoring scale and selection committee

The evaluation of merits combines the length of unemployment (0.1 points for every three-month period, up to a maximum of 2), family per capita income (from 0 to 5 points), family responsibilities (0.7 points per dependent member), degree of disability (from 0.5 to 2 points), social exclusion status certified by Social Welfare (1 point), work experience in maintenance positions (0.1 points per month, maximum 5), and related training (1 point per course over 50 hours, maximum 5).

The Local Selection Committee will be composed of a president who is a career civil servant or permanent labor staff, three members, and the secretary of the corporation, and may incorporate specialist advisors. In the event of a tie, preference will be given to those who were not hired in the last call and, among priority groups, persons over 50 years of age.

The publication of the rules opens an opportunity for direct labor insertion for the unemployed of the municipality, who will have slightly more than two weeks to formalize their application and prove the merits of the scoring scale. The process is furthermore subject to data protection regulations in the publication of the list of proposed persons.
