Posadas aprueba una oferta de empleo extraordinaria vinculada a una jubilación parcial

The Posadas City Council has approved the extraordinary Public Employment Offer for the 2026 fiscal year, consisting of a single position for a Sweeper Machine Operator linked to a partial retirement relief contract. The resolution from the Mayor’s Office, signed on October 7, 2026, by Mayor Emilio Martínez Pedrera, is published in the Official Gazette of the Province of Córdoba No. 199, dated October 14, 2026 (reference BOP-A-2026-3433, file GEX 11836/2026). The selection process must begin before December 31, 2026.

A permanent position assigned to Street Cleaning

The offer comprises a single permanent labor staff position, full-time, classified in group C, subgroup C2, and assigned to the municipal Street Cleaning service. The position is designated as Sweeper Machine Operator and requires a Compulsory Secondary Education Graduate degree or equivalent.

The selection system will be a competitive examination (oposición), in the open category, and the position is linked to a partial retirement relief contract. The resolution expressly states that the offer includes covering the partial retirement of the worker currently occupying the Machinery Operator position in the Street Cleaning service.

State authorization and municipal processing

The call is supported by the specific replacement rate authorized by the Resolution of the State Secretariat for Public Function, dated May 19, 2026, notified to the City Council on May 26, 2026 (entry registry no. 4891), under the fourth additional provision of Royal Decree-Law 32/2021, of December 28.

The file began in the Plenary of the Corporation, which in an ordinary session on July 30, 2026, following negotiations in the General Negotiation Table on July 16, 2026, initially approved the modification of the Job Catalog and the Personnel Staffing Table. With no claims filed, the agreements became final and were published in the BOP of Córdoba No. 152, dated August 7, 2026, and No. 186, dated September 25, 2026 (file GEX 7177/2026).

The processing is completed with the reports from the General Secretariat (July 2, 2026) and the municipal Comptroller’s Office (July 3, 2026), the complementary report from the General Secretariat dated October 7, 2026, and the favorable audit from the municipal Comptroller’s Office of the same date.

Deadlines, financing, and publicity

  • The selection process must begin before December 31, 2026, a condition set in the state authorization.
  • The execution of the offer complies with the non-extendable three-year term of Article 70.1 of the consolidated text of the Law of the Basic Statute of Public Employees.
  • The position will be included in the Personnel Annex and its credit will be allocated in Chapter 1 of the 2027 General Budget, prior to the formalization of the contract.
  • The resolution will be published in the BOP of Córdoba, on the notice board of the municipal electronic headquarters, and in the Transparency Portal.
  • Notification will be provided to the legal representation of the staff, the Plenary of the Corporation, the State Administration, and the Autonomous Community.

The applicable framework includes the sole article, letters a) and b), of Royal Decree-Law 19/2026, of June 29, which mandates the inclusion of the coverage of partial retirements in a human resources planning instrument and links partial retirement to a full-time permanent labor staff contract as a replacement.

Appeals against the resolution

Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the Mayor’s Office-Presidency within one month, or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Court of Córdoba, counted from the day following its publication.

The offer opens the door to a new permanent hire in the Street Cleaning service of Posadas and sets a tight schedule: the City Council has just over two months to call for the selection process, under risk of losing the state authorization for the replacement rate.
