Portugal approves framework agreement for cooperation with the Principality of Monaco

The Portuguese Government has approved the Framework Cooperation Agreement between the Portuguese Republic and the Principality of Monaco, signed in Monaco on November 21, 2025. The approval was formalized by Decree No. 17/2026, published in the Diário da República, 1st series, no. 169, of September 1, 2026, in the section of the Presidency of the Council of Ministers.

The diploma was reviewed and approved in the Council of Ministers on July 9, 2026, signed on August 24, 2026, by the President of the Republic, António José Martins Seguro, and countersigned on August 25, 2026, by the Prime Minister, Luís Montenegro. The approval occurs under the terms of point c) of paragraph 1 of article 197 of the Constitution, and the text of the agreement is published as an annex in the authentic versions, in Portuguese and French.

Objective and scope of the agreement

The agreement aims to define and organize the cooperation between the two States, facilitating, deepening, and developing existing bilateral relations. The Parties commit to intensifying permanent dialogue, identifying areas of privileged cooperation, and promoting projects of common interest within the framework of international organizations.

The priority areas of cooperation are:

• Economy, trade, and investment;
• Science, oceans, and environment;
• Political-level visits to deepen bilateral relations and international agenda matters;
• Sectoral programs, whenever the Parties consider cooperation in a specific field convenient.

Monitoring mechanisms

The Parties will organize periodic consultations on matters of common interest within the international and European agenda, with the aim of identifying projects, ensuring the monitoring of actions, and diversifying cooperation. The level of representation, dates, agenda, and location of the consultations will be established via diplomatic channels, and expert consultations may also be organized.

Regarding international cooperation, representatives of the Parties, when in third countries, within international organizations, or at international conferences and meetings, may be encouraged to consult each other on matters of common interest.

Validity and signature

The agreement shall remain in force for an initial period of five years, tacitly renewable for successive periods of equal duration, and shall enter into force thirty days after the date of receipt of the last notification of compliance with the domestic law requirements of each Party. Termination may be requested by either Party, with a minimum notice of six months, via diplomatic channels.

The agreement was signed in two copies, in the Portuguese and French languages, all texts being equally authentic. For the Portuguese Republic, it was signed by Inês Domingos, Secretary of State for European Affairs, and for the Principality of Monaco by Isabelle Berro-Amadeï, Government Councilor-Minister of Foreign Affairs and Cooperation.

With this approval, Portugal consolidates the legal framework of its relations with the Principality of Monaco, opening new avenues for bilateral cooperation in strategic areas such as economy, science, and the environment, and reinforcing diplomatic coordination in international forums.
