Porriño aproba un orzamento de 26,8 millóns con 5 millóns para investimentos

The Plenary of the Concello do Porriño definitively approved on October 26, 2026, the general budget of the entity for the 2026 financial year, an amount totaling 26,804,967.08 euros for both expenditures and revenues. The final approval, agreed upon along with the execution bases and the personnel framework, is published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 210, of October 30, 2026, in the Local Administration section (official reference 2026075858). The document is digitally signed by the mayor-president, Manuel Alejandro Lorenzo Alonso.

The proceedings began in the extraordinary plenary session on September 7, 2026, when the budget was initially approved. Following its publication in BOPPO no. 175, of September 11, 2026, the project was open for public information for 15 business days, from September 11 to October 6, 2026. During this period, objections were submitted, which the plenary resolved in the ordinary session of October 26, 2026, the same session in which it gave the final green light to the accounts. The publication is carried out under article 169 of Royal Legislative Decree 2/2004, of March 5, which approves the Recast Text of the Law regulating local finances, and article 20 of Royal Decree 500/1990, of April 20.

Eight out of every ten euros for ordinary operations

80.01% of the expenditure budget corresponds to current operations (21,446,578.74 euros), while capital operations total 5,358,388.34 euros, the remaining 19.99%. By chapters, the expenditure statement is as follows:

  • Personnel expenses (chapter 1): 6,522,519.05 euros, 24.33%.
  • Current expenses for goods and services (chapter 2): 13,049,931.88 euros, 48.68%, the largest item in the accounts.
  • Financial expenses (chapter 3): 92,915.51 euros, 0.35%.
  • Current transfers (chapter 4): 1,781,212.30 euros, 6.65%.
  • Contingency fund (chapter 5): 0.00 euros.
  • Real investments (chapter 6): 5,042,288.34 euros, 18.81%.
  • Capital transfers (chapter 7): 256,100.00 euros, 0.96%.
  • Financial assets (chapter 8): 60,000.00 euros, 0.22%.
  • Financial liabilities (chapter 9): 0.00 euros.

Dependence on transfers and two-tenths of new debt

On the revenue side, current transfers are the main source of financing, with 9,600,404.88 euros (35.82%), followed by direct taxes, which contribute 8,012,304.52 euros (29.89%). Fees, public prices, and other revenues stand at 3,272,700.00 euros (12.21%), indirect taxes at 900,000.00 euros (3.36%), and patrimonial income at 322,000.00 euros (1.20%).

Current revenue operations reach 22,107,409.40 euros (82.48%), while capital operations reach 4,697,557.68 euros (17.52%). The latter are sustained almost entirely by chapter 9 of financial liabilities, with 4,637,557.68 euros (17.30% of the total), as no disposal of real investments or capital transfers are recorded. Chapter 8 of financial assets is limited to 60,000.00 euros.

A staff list with unfilled positions

Along with the budget, the personnel staff list for 2026 is published, which includes vacant positions in various services. Among the career civil servants, the list includes:

  • Police: 20 positions, four of them vacant, in addition to one chief inspector, one inspector, two officers, and two first-class machinery driver officer positions, the latter two being vacant.
  • Administrative and auxiliary sub-scale: 13 administrative positions (ten vacant) and 20 auxiliary positions (seven vacant).
  • Works and services: eight operator positions (one vacant), two first-class bricklayer officer positions (vacant), one first-class foreman officer position (vacant), and one subordinate position (vacant).
  • Technical positions: two architect positions, two general administration technician positions (one vacant), as well as positions for public works technical engineer, social worker, environmental technician, IT technician, and advertising technician, all of which are vacant. The comptroller position also appears as unfilled.

Among the permanent labor staff, 12 works and services operator positions (seven vacant) and three social worker positions (one vacant) stand out. To these are added three positions for temporary staff: economic-financial advisory, institutional relations and protocol, and legal advisory.

Appeals and immediate application

A contentious-administrative appeal may be filed against the final approval within the deadlines of the aforementioned jurisdiction, in accordance with articles 23 and 38.3 of Royal Decree 500/1990. The announcement itself warns that the filing of appeals will not, by itself, suspend the application of the approved budget, according to article 152.3 of the Law regulating local treasuries.

The accounts thus come into force with a structure heavily marked by current expenditure on goods and services and an investment item of 5.04 million euros, which conditions the council’s capacity to execute public works throughout the fiscal year. For the residents, the document also establishes the labor and remunerative framework for municipal personnel until the end of 2026, including the positions that the Council of Porriño must fill through public offering.
