Pontedeume opens the proceedings to name Manuel Pereira Abuín as an adoptive son

The City Council of Pontedeume submits for public information the honors and distinctions file to name Manuel Pereira Abuín as an adopted son of the municipality. The announcement, signed by Mayor Bernardo Fernández Piñeiro, is published in the Official Gazette of the Province of A Coruña number 181, dated September 22, 2026, with announcement number 2026/6065. This is a procedural act that does not exhaust the administrative route.

The procedure begins from an agreement of the Plenary of the Corporation, adopted in an ordinary session on May 28, 2026. In the operative part, the Council agreed to initiate the procedure and carry out the necessary formalities according to the applicable regulations, in order to grant the distinction of adopted son to Manuel Pereira Abuín.

The text justifies the proposal as a “just recognition of his irreproachable trajectory and the immense legacy of service” that the honoree left in the community. The announcement was signed in Pontedeume on September 9, 2026, and occupies a single page of the provincial gazette.

The regulatory framework

The processing is based on Article 21 of the Special Regulation of Honors and Distinctions of the City Council of Pontedeume, published in BOP number 74, dated March 31, 2003. This precept is what mandates the opening of a public information period before resolving the appointment.

One month to allege and appear

The public information period is one month and is counted from the publication of the announcement in the provincial gazette and in the local press. The dissemination is completed with the insertion in the newspapers La Voz de Galicia and Diario de Ferrol.

The steps until the plenary resolution

Once the public information period has concluded, the instructor of the procedure will submit their actions to the mayor through the secretariat of the corporation, so that they may be proposed to the City Council Plenary. The final report of the instructor will be based on the importance of the fully justified merits and will propose the granting or denial of the requested reward.

The final decision corresponds to the Plenary of the Council, in view of the file and with the favorable vote of the absolute majority of the Corporation. No appeal may be filed against the published agreement, without prejudice to the provisions of Article 112.1 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The opening of this procedure gives the residents of Pontedeume the opportunity to endorse or challenge the merits of the honoree before the Plenary decides. The appointment as an adoptive son thus remains pending the report of the instructor and a vote by absolute majority, in a file that recognizes a trajectory of service to the community.
