Poland publishes consolidated pay rules for budget health workers

The Minister of Health has published the consolidated text of the regulation on remuneration conditions for workers of medical entities operating as budget units, updating the base-salary tables that govern the pay of medical and administrative staff. The announcement, dated 26 August 2026, appears in Dziennik Ustaw of 3 September 2026 under item poz. 1170.

The consolidated text reproduces the regulation of 17 July 2014 on remuneration conditions for workers of medical entities operating as budget units, incorporating the amendments introduced by two later instruments: the Minister of Health regulation of 4 July 2025 (Dz. U. poz. 916) and the regulation of 2 July 2026 (Dz. U. poz. 943). The document was signed on behalf of the Minister by K. Kęcka.

New base-salary tables

Annex 1 sets out the monthly base-salary table in twenty grading categories (I–XX), with the ranges fixed by the 2 July 2026 amending regulation, which entered into force on 15 July 2026 and applies to salaries due from 1 January 2026. The 2025 amendment applies to salaries due from 1 January 2025.

• Category I: 4,806–7,470 zł
• Category X: 4,896–10,230 zł
• Category XV: 4,946–14,350 zł
• Category XX: 4,996–15,840 zł

Grading and allowances

Annex 2 grades staff of medical entities (excluding sanitary-epidemiological stations), from the head of the entity (category XX) down to workers in vocational training (category I). Annex 3 covers staff of sanitary-epidemiological stations, and Annex 4 lists the posts entitled to a functional allowance, ranging up to 50% of base salary for the head of a medical entity and the provincial sanitary inspector.

The consolidated text also preserves the general rules on pay components: a seniority allowance, a night-work supplement of 20% of the hourly base rate, jubilee bonuses of 75% to 300% of monthly pay after 20 to 40 years of service, and a one-off severance of one to three months’ pay on retirement or disability pension. Workers holding a doctoral or professorial title receive an academic allowance of up to 50% of base salary.

Scope and impact

The regulation applies to workers of medical entities operating as budget units, including medical, nursing, technical, economic and administrative staff, and, since 22 January 2014, to staff of the National Centre for the Prevention of Dissocial Behaviours. The consolidated text does not include the transitional provisions of the two amending regulations, which are reproduced separately in the announcement.

For the thousands of employees covered, the publication provides a single, authoritative reference for the base-salary tables and grading rules now in force, clarifying the pay entitlements that apply from the start of 2026.
