Política Social concerta 24 prazas residenciais para discapacidade intelectual ata 2030

The Department of Social Policy and Equality calls for a social contract for the reservation and occupation of 24 therapeutic residential care places intended for dependent people with intellectual disabilities and associated mental illness, in the municipality of Bóveda (Lugo), for the period 2026-2030. The resolution, signed by the counselor Fabiola García Martínez on September 25, 2026, is published in the Official Gazette of Galicia no. 189, of October 5, 2026, section III, with the procedure code BS632J. The contracted places will be integrated into the Galician public system of social services.

The call is developed under Law 13/2008, of December 3, on social services of Galicia, and Decree 229/2020, of December 17, which develops the regime of social contracts in the Autonomous Community. The service is specified in the portfolio defined by Decree 149/2013, of September 5, with code 020507 and a typology of boarding 365 days a year.

The objective is the care of people with intellectual disabilities who present an associated mental illness and behavioral disorders, a group that requires specialized, differentiated, and adjusted intervention. The chosen modality is the contract assignment procedure regulated in article 9 of the aforementioned decree.

Budget and economic module

  • Total budget: 4,511,597.88 euros, VAT included.
  • Contribution from the Xunta de Galicia: 3,925,090.16 euros, 87% of the total.
  • Estimated value with renewals and modifications: 16,267,780.80 euros.
  • Price per place/month: 3,765.69 euros without VAT, 150.63 euros VAT (4%) and 3,916.32 euros total.
  • Annual payments: 187,983.25 euros in 2026; 1,127,899.47 euros in 2027, 2028 and 2029; 939,916.22 euros in 2030.

The financing is charged to the budget application 08.04.312D.228.2 and the project is identified with code 2006 00435. The initial duration is four years from formalization, planned for November 1, 2026, with the possibility of renewal up to a maximum of ten years.

Requirements and selection criteria

  • Registration in the Single Registry of Social Service Providing Entities (RUEPSS) and being up to date with tax obligations and Social Security.
  • Administrative authorization of the center and ownership or availability of the same for a period not less than the duration of the contract.
  • Minimum experience of one year in the care of the target group.
  • Civil liability insurance with coverage not less than 150,000 euros.
  • Economic and technical solvency equivalent to 20% of the average annual value of the places: 216,903.74 euros.

The scoring of applications ranges from 0 to 30 points: up to 10 for the seniority of the registration in the RUEPSS, up to 10 for the implementation of the center in the municipality, and up to 10 for policies for the reconciliation of personal, family, and work life. In the event of a tie, preference is given to non-profit entities, a criterion that the law establishes as the first tie-breaker.

Deadlines, ratios, and control

Applications must be submitted electronically using the standardized form at the headquarters of the Xunta de Galicia, within a period of one month from the day following the publication of the call. The processing corresponds to the General Sub-directorate of Resources and Support Equipment for Disability and the resolution, by delegation, to the General Directorate of Persons with Disabilities, within a maximum period of three months.

The minimum ratio of direct care staff is 0.86, with 0.65 recommended for care staff and 0.21 for technical staff. Subcontracting is limited to 60% of the agreement price, and penalties for defective execution can reach 1.5% of the economic base, with the possible termination of the agreement if 10% of the amount is accumulated.

The call opens a high-volume multi-year contract for the third sector and guarantees the continuity of residential care for a high-complexity profile—that of people with intellectual disabilities and associated mental illness—for which the public network does not always have specific places.
