Plasencia subsidizes the youth project GUMIPARTY 2026 with 15,000 euros

The Plasencia City Council has signed a collaboration agreement with the MEGAGUMI Association to finance the youth project GUMIPARTY 2026 with a municipal contribution of 15,000.00 euros. The agreement was approved by the Local Government Board in the session of September 9, 2026, and signed by the parties on September 21, 2026. The full text is published as an annex in the Official Gazette of the Province of Cáceres on September 22, 2026, with official reference CVE: BOP-2026-4395.

The agreement is part of the municipal cooperation line to support youth activities and the associative movement, and responds to the general interest of improving the cultural activities developed in the city. Its jurisdictional basis is article 25.2.m) of Law 7/1985, of April 2, regulating the Bases of Local Regime, which attributes to city councils the promotion of culture, cultural facilities, and the occupation of leisure time.

Who signs and how much is contributed

• Plasencia City Council, represented by the mayor-president David Casimiro Dóniga Estévez.
• MEGAGUMI Association, with CIF G-10319945, represented by Laura Fernández Heras.
• Municipal contribution: 15,000.00 euros, charged to budget item 0106 3343 48914 of the 2026 municipal budget, titled “Youth Grant Megagumi Association”.
• Minimum financing provided by the beneficiary entity: 25% of the project budget, whether through own funds or other grants.

One hundred percent advance payment

The third clause establishes that, upon signing the agreement, the entity will receive 100% of the grant, in accordance with article 34.3 of the General Grants Law 38/2003, of November 17, which allows advance payments prior to justification as necessary financing to execute the action. No guarantees shall be provided by the beneficiary, given the non-profit nature of the association. Failure to justify the expenditure will result in the return of the amounts paid and not justified.

The justification will be carried out through a simplified justification account, which must be presented to the Plasencia City Council within a maximum period of three months from the end of the agreement’s validity. It will include a technical action report with the name of the entity and the project, the description of the activity, the dates and place of execution, the number of young people reached broken down by age (up to 18 years, 19-24 years, and 25-35 years) and by gender, the objectives achieved, and a copy of the graphic or advertising materials where the municipal collaboration appears.

Eligible expenses and advertising

Expenses for holding the event and the operation of the activities described in the project will be eligible for the grant, including:

• Consumable expenses for the execution of activities and events.
• Fees for groups participating in musical events.
• Rental of sound and lighting equipment and power generators.
• Security and health assistance at events.
• Administrative and venue maintenance expenses (rent, electricity, water).
• Civil liability insurance and advertising and promotion expenses.
• Accommodation, catering, and travel for volunteer staff or guests.
• Event access wristbands.
• Contracted personnel, not exceeding 50% of the total agreement.

Excluded are inventoriable expenses, debit interest on bank accounts, expenses for legal proceedings, recoverable indirect taxes, personal income taxes, interest, surcharges and penalties, and copyrights determined by the SGAE. All advertising in media, social networks, and platforms must display the distinctive elements of the Plasencia City Council and the Department of Youth.

Validity, compatibility, and reimbursement

The agreement shall be in force from the date of its signing until December 31, 2026. The grant is compatible with any other aid or resource for the same purpose, coming from public or private administrations or entities, national, European Union, or international, although its amount may not exceed, individually or in conjunction, the cost of the subsidized activity. Failure to comply with the provided obligations will lead to the reimbursement of the amounts received and the late payment interest, in accordance with Article 37 of Law 38/2003, Regulation 887/2006, of July 21, and the municipal ordinance regulating the general regime of grants. The interpretation of the clauses corresponds to the Plasencia City Council and any irresolvable differences to the courts of the Autonomous Community of Extremadura.

The publication of this agreement allows the associative movement and the youth of Plasencia to know the municipal economic support for the GUMIPARTY 2026 program and the conditions required for its execution and justification. Furthermore, the agreement will be sent to the National Database of Grants, dependent on the General State Comptroller, in accordance with Article 20.8.b of the General Law of Grants as worded by Law 15/2014, of September 16, indicating the program, the budget credit, the beneficiary, the amount granted, and the purpose of the grant.
