Plasencia definitively approves its municipal plan against flood risk
Por FactBox Admin

The Plasencia City Council definitively approved the municipality’s Municipal Action Plan against Flood Risk (PAM-IN) in an ordinary Plenary session held on October 15, 2026. The agreement is published in the Official Gazette of the Province of Cáceres number 0204, dated October 23, 2026, within Section I - Local Administration (official reference: BOP-2026-4995, pages 24323 to 24326). The approval unlocks the registration of the plan in the regional registry and the start of implementation tasks: training of assigned personnel, public information campaigns, and the execution of a simulation exercise.
Municipal competence in civil protection derives from article 25.2.f) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, in accordance with Law 17/2015, of July 9, of the National Civil Protection System. The procedure is governed by Decree 32/2023, of April 5, which regulates the Registry of Civil Protection Plans of Extremadura and establishes in its article 21.2 the obligation to approve the plan in Plenary and register it once a favorable report from the regional commission has been obtained. The PAM-IN is also integrated into the Special Civil Protection Plan against Floods of the Autonomous Community of Extremadura (INUNCAEX).
Drafted under a European project
The preparation of the document was awarded through tender SER220525028, within the framework of the European project RAT_EOS_PC of the Spain-Portugal Cross-Border Cooperation Program POCTEP 2021-2027, promoted by the General Secretariat of Interior, Emergencies and Civil Protection of the Junta de Extremadura. The drafting was carried out by the company Aquaducto Ingenieros y Servicios Extremeños, S.L.
The proposal originated from the Councilwoman for Civil Protection, Ms. Gallego, who submitted it to the Information Commission for Human Resources, Budgetary Planning, Treasury and Special Accounts, Health, Public Health, Administrative Simplification, Digital Transformation, Interior, Street Markets, Supply Markets, Employment Training, Citizen Relations, Civil Protection, Transparency and Animal Welfare, which issued a favorable opinion on October 6, 2026.
Three favorable reports before the Plenary
The file accumulates linked technical and political pronouncements:
- August 21, 2026: the Director General of Civil Protection and Emergency Response, Almudena Pérez Bazaga, issues a technical conformity report, following the proposal of the Head of the Civil Protection Service, Pedro Monzón González, certifying that the plan meets the requirements of the specifications and the minimum contents of the INUNCAEX.
- August 25, 2026: the Permanent Civil Protection Commission of the Autonomous Community of Extremadura provides a favorable report on the plan in the third point of its agenda, a fact certified by the Secretary of the Commission, Manuela Parejo Gala, with the approval of the President and Secretary General of Interior, Emergencies and Civil Protection, Fernando Jesús Manzano Pedrera.
- August 27, 2026: the City Council receives the formal notification from the Directorate General of Civil Protection and Emergency Response (Registration No. 20260223422 / Ref. 2026/65558T), which requires final plenary approval, publication in the BOP, registration in the registry, and the start of implementation.
Training, information and simulation
The plenary agreement orders the publication of the announcement of final approval in the BOP of Cáceres, promotes registration in the Autonomous Registry of Civil Protection Plans of the Autonomous Community of Extremadura in accordance with article 21.2 of Decree 32/2023, and facilitates the implementation provided for in article 31.2. This phase includes training programs for assigned personnel, information and awareness actions for the population, and the execution of the simulation, with the subsequent issuance of the implementation certificate by the local body.
Technical assistance for these tasks is contracted by the Junta de Extremadura with Construmex, Construcciones, Medio Ambiente y Servicios Extremeños, S.L. (contract SER220525029). The Plenary authorized the Mayor’s Office-Presidency to sign the final plan and send the certificate of the agreement, the publication announcement, and the signed copy of the document to the General Secretariat of Interior, Emergencies and Civil Protection.
Seventeen votes in favor and two abstentions
The approval passed in an ordinary vote with 17 votes in favor—11 from the Popular group and 6 from the Socialist group—and the abstention of the 2 councilors from Unidas Podemos. The announcement appears signed in Plasencia on October 19, 2026, by the Mayor, David Casimiro Dóniga Estévez.
The plan reaches the Bulletin with closed technical support and no votes against, clearing the way for its autonomous registration. Publication in the BOP is the step that converts the document into an operational instrument and enables the implementation obligations that Decree 32/2023 imposes on municipalities.
For the residents of Plasencia, the regulation establishes in writing how the population is notified in the event of a flood, who coordinates the response with the regional Civil Protection, and which personnel must be trained before the emergency is activated. The planned drill will be the first real test of whether these protocols work on the ground.
