Plasencia approves professional career, second police activity and time control

The Plenary of the Plasencia City Council approved on 31 July 2026 three regulations governing the employment relationship of the entire municipal workforce: the consolidated text of the horizontal professional career agreement, the regulation of the second activity of the Local Police and the regulation of time control and presence with geolocated time recording. The agreements, signed by the mayor David Dóniga Estévez on 10 August, are published in the Official Gazette of the Province of Cáceres number 154, of 13 August 2026 (CVE BOP-2026-3840, BOP-2026-3841 and BOP-2026-3842).

The new provisions are issued within the framework of Royal Legislative Decree 5/2015, of 30 October, the consolidated text of the Basic Statute of the Public Employee, and Law 13/2015, of 8 April, on the Public Function of Extremadura, which recognise the right to professional promotion; in the police sphere they are based on Organic Law 2/1986, of 13 March, and Law 7/2017, of 1 August, on the Coordination of Local Police Forces of Extremadura. In accordance with Article 70.2 of Law 7/1985, of 2 April, the regulations will enter into force fifteen days after the publication of their full text.

Professional career: four levels with supplements of up to 7,658.92 euros

The consolidated text, which replaces the agreement of 4 December 2018 and its amendments of 27 September 2023 and 1 March 2024, defines a voluntary, remunerated and irreversible horizontal career, evaluated by a committee with trade union participation. The length-of-service requirements and annual supplements for group A1 are:

  • Level I: 5 years of service — €1,914.73.
  • Level II: 12 years and 50 hours of training — €3,829.46.
  • Level III: 19 years — €5,744.19.
  • Level IV: 26 years — €7,658.92.

For the remaining groups and subgroups, the amounts range from €948.74 for Level I in professional groups to €6,579.60 for Level IV of subgroup A2. The amounts, referring to the 2026 financial year, are paid monthly with effect from 1 January of the year of recognition; Levels III and IV are subject to prior negotiation and the existence of budgetary provision.

Second activity of the Local Police

The regulation, whose text begins on page 18782 of the gazette, regulates the administrative situation in which the officer leaves operational duties without losing rank or rights. The move to second activity may occur through three avenues:

  • Own request upon reaching 60 years of age, or 55 years of age with 25 years of active service.
  • Insufficiency of psychophysical aptitudes, with a binding opinion from a panel of three doctors.
  • Pregnancy or breastfeeding, with non-operational duties preferably within the Corps itself.

Those remaining with a posting will receive 100% of remuneration; without a posting, 100% of base pay and 80% of supplementary pay. Voluntary transfers may be limited to 25% of the Corps’ staff in a calendar year, with a maximum of 18 months. The annexed catalog includes positions such as the Canine Unit, Road Safety Education, the Children’s Traffic Park, and the Coordinator of Aerial Means and Systems.

Time control with geolocated clocking

The third regulation requires all personnel, permanent or temporary, civil servant or labor staff, to record entries, exits, absences, and overtime using a geolocation system on the electronic device (computer, tablet, or mobile phone), with manual clocking validated by the supervisor in the event of incidents. The ordinary working day is set at 35 hours per week, with fixed hours from 9:00 a.m. to 2:00 p.m. and flexible periods from 7:00 a.m. to 9:00 a.m. and from 2:00 p.m. to 4:00 p.m. for the morning shift. Positive balances are compensated up to a maximum of two hours within the fifteen days of the following month; negative balances result in deduction of earnings, after a ten-day period for allegations, and janitors at public schools are exempt from clocking, as they are subject to the control of school principals.

With this regulatory package, approved at the plenary session of July 31 and already published in the provincial bulletin, Plasencia regulates the remuneration progression of its employees, provides legal coverage and health guarantees to older or restricted officers, and strengthens time control through electronic means. The measures affect the entire municipal workforce and, therefore, the quality of public services received by citizens.
