Plasencia opens the 4,000 euro call for applications for seniors' associations
Por FactBox Admin

The Plasencia City Council has opened the call for grants for activities to be developed by seniors’ associations during 2026, with a budget of 4,000 euros and processed under a competitive bidding system. The guidelines are published in the Official Gazette of the Province of Cáceres number 0200, dated October 19, 2026, in Section I - Local Administration, with the official reference BOP-2026-4878 and signed by the mayor-president, David Casimiro Dóniga Estévez, on October 15, 2026.
Purpose: activities, equality, and operations
The call finances the promotion of activities planned in the project of each seniors’ association in Plasencia, focusing on the development and promotion of the associative movement and the participation of seniors. Grants are also provided for activities that promote gender equality among the seniors of the district corresponding to each association and the citizens of Plasencia in general, as well as the operating expenses of associations legally constituted and registered in the Municipal Registry Book of Associations.
The regulatory framework consists of Law 38/2003, of November 17, General Law on Subsidies, and Royal Decree 887/2006, of July 21, which approves its Regulation. Additionally, the Regulatory Ordinance of the General Subsidy Regime of the Plasencia City Council, approved by the Plenary on October 30, 2006, and published in the BOP of Cáceres number 30, of February 12, 2007, applies, along with the Strategic Subsidy Plan approved by the Local Government Board on May 16, 2026 (BOP number 137, of July 21, 2026).
Four thousand euros and a ceiling of 2,500 per entity
The total amount of the grants shall not exceed 4,000 euros, charged to budget item 0105-23114-48927, although the Local Government Board reserves the right not to use the entirety of that amount. The maximum amount per beneficiary shall in no case exceed 2,500 euros, and the aid may not exceed 75% of the total budget of the subsidized project.
Associations that meet these requirements may be beneficiaries:
- Be registered in the Municipal Registry Book of Associations.
- Be up to date with tax obligations, Social Security, and the Plasencia City Council.
- Not fall under the circumstances of article 13.2 of Law 38/2003.
- Have justified the grants received from the City Council in previous fiscal years.
Fifteen calendar days and electronic office
Applications, signed by the presidency of the association, shall be submitted exclusively through the electronic office of the Plasencia City Council within fifteen calendar days from the day following the publication of the call summary in the BOP, and shall be addressed to the mayor. The required documentation includes:
- The standardized application annex of the 2026 Grant Order.
- Photocopy of the association’s NIF (Tax ID) and the representative’s DNI (ID card).
- Quantified and budgeted activity project, and an operating expenses budget.
- Certificates from the secretary of the Board of Directors regarding legal representation and the number of members.
- Responsible declaration regarding Article 13 of Law 38/2003 and supporting documentation proving that the entity is up to date with the Treasury and Social Security, required if the grant exceeds 3,000 euros.
- Copies of the Minute Book and justification of the grant from the previous year.
If the application is incomplete, a non-extendable period of ten days is granted to rectify it; otherwise, the application will be considered withdrawn.
150-point scale and proportional distribution
The evaluation assigns up to 150 points, equivalent to a maximum amount of 4,000 euros, and the distribution is made by multiplying the price per point obtained by each applicant association. The criteria are:
- Activity project: up to 50 points, with 25 points for each activity carried out with another association linked to the promotion of Plasencia and northern Extremadura or of an intergenerational nature.
- Activities for gender equality: 10 points per event, up to 40.
- Number of members: 5 points up to 100 members and 10 points from 101 onwards.
- Registered office: 0 points without an office, 10 with a municipal premises, and 20 with own premises.
- Participation in 2026 municipal calls and activities: 10 points per event, up to 30.
The instruction corresponds to the Delegated Department of Seniors and the resolution to the Local Government Board, within a maximum period of six months from the publication in the BOP (Official Provincial Gazette). The collegiate evaluation body is presided over by the Department of Seniors, with the councilors of Treasury and Social Services as members, the general secretary as the certifying officer, and a technician from the Local Administration. Payment is made as a 100% advance payment without guarantees, and the justification must be submitted before December 31, 2026.
Impact on the associative movement
The call arrives with a limited budget—4,000 euros compared to a ceiling of 2,500 per entity—and a scale that prioritizes collaboration between associations and owning their own premises, meaning small entities depend on gaining points through joint activities. For the seniors’ associative movement of Plasencia, the calendar is tight: fifteen days to apply, six months for resolution, and justification before the end of the year, with the warning that failure to justify forces reimbursement. An optional appeal for reversal may be filed against the bases within one month before the Local Government Board, or a contentious-administrative appeal within two months.
