Plasencia opens the 20,000 euro call for neighborhood associations
Por FactBox Admin

The Plasencia City Council has opened the competitive call for grants destined for the activities and operation of neighborhood associations and their federations, with a maximum total amount of 20,000 euros. The guidelines and the call are published in the Official Gazette of the Province of Cáceres number 0187, dated September 30, 2026, within Section I - Local Administration, with the official reference BOP-2026-4540. Applications may be submitted within a period of thirty days starting from the day following the publication of the summary of the call in the BOP.
The announcement, signed by the mayor-president David Casimiro Dóniga Estévez on September 29, 2026, is governed by Law 38/2003, of November 17, General Law on Subsidies, by Royal Decree 887/2006, of July 21, and by the Ordinance regulating the General Subsidy Regime of the Plasencia City Council, approved by the Plenary on October 30, 2006, and published in the BOP of Cáceres number 30, of February 12, 2007. The call covers both the activities of the associations’ annual program and their operating expenses, as well as the activities of the neighborhood federations.
Amount, limits, and budget credit
The total amount of the grants shall not exceed 20,000 euros, although the Local Governing Board reserves the right not to use the entirety of that amount. The expenditure is charged to item 0105 924 48903 of the 2026 budget, under file number 2026/2317.
- Maximum amount per beneficiary: 4,000 euros.
- Maximum score grantable: 160 points, equivalent to 25 euros per point.
- Project limit: the grant may not exceed 75% of the total budget of the subsidized activity.
- Compatibility: the aids are compatible with other grants or income, provided that the total does not exceed the cost of the activity.
- Payment: advance of 100% of the granted amount, without the requirement of guarantees.
Requirements and documentation for applications
Beneficiaries may be associations registered in the municipal Registry Book of Associations that are up to date with their tax obligations, with Social Security, and with the Plasencia City Council, do not fall under the circumstances of article 13.2 of the General Law on Subsidies, and have justified the grants received in previous years.
The application, signed by the presidency of the association, must be accompanied by:
- The standardized annex of the call for applications.
- Photocopy of the association’s NIF (Tax ID) and the ID (DNI) of its representative.
- Quantified and budgeted project of activities, and an operating expenses budget.
- Certificate from the secretary of the Board of Directors regarding legal representation and a certificate of the number of members.
- Responsible declaration regarding Article 13 of Law 38/2003.
- Proof of being up to date with the Treasury and Social Security, required if the grant exceeds 3,000 euros.
- Copies of the Minute Book and justification of municipal grants from the previous financial year.
Documentation shall be submitted to the General Registry of the Plasencia City Council, from 9:00 to 14:00 hours. If the application does not meet the requirements, a non-extendable period of 10 days will be granted to rectify the deficiencies.
Evaluation criteria and eligible expenses
The evaluation is based on the year’s project of activities, with up to 90 points, rewarding collaboration between entities, labor insertion through workshops and short courses, healthy leisure and free time, the prevention of drug abuse, and the promotion of gender equality. Up to 30 points are added for the number of members, up to 20 points for the characteristics of the registered office, and up to 20 points for participation in 2025 municipal calls and activities.
Eligible expenses include consumable materials, personnel costs, rent and maintenance of the headquarters, COVID-19 prevention hygienic material, advertising, financial, notary, and consultancy expenses, investment in computer equipment and furniture —intended for the association for at least two years— and training expenses. Cultural trips, debit interest, costs of legal proceedings, recoverable indirect taxes, IRPF (Personal Income Tax), and interests, surcharges, and penalties are excluded.
Resolution, deadlines, and justification
The instruction corresponds to the Delegated Councilor for Accessibility, Equality, Seniors, Districts, and Minor Local Entities, and the resolution to the Local Government Board, which must issue and notify it within a maximum period of six months from the publication of the call in the BOP (Official Provincial Gazette). The collegiate evaluation body consists of the delegated councilor for Works, Children’s Areas, Cemetery, Accessibility, Equality, Seniors, Districts, and Minor Local Entities as president, the delegated councilors for Finance and Social Affairs as members, the General Secretary, and a technician from the Local Administration.
Following the provisional resolution proposal, a period of 10 days is opened for allegations, and the grant is understood to be accepted if the entity does not state otherwise within ten calendar days from the publication of the resolution. The justification must be submitted before December 31, 2026 and, in any case, before March 31, 2027, with original invoices or certified copies within a maximum period of three months. An optional appeal for reversal may be filed against the call within one month before the Local Governing Board, or a contentious-administrative appeal within two months.
The call reaches the neighborhood movement of Plasencia with a contained spending ceiling and a scale that prioritizes collaboration between associations, the recruitment of members, and shared municipal activity. For neighborhood entities, the 100% advance payment and the absence of guarantees reduce the financial burden of projects that depend largely on these contributions to sustain their annual program.
