Pira and Vilaverd announce a competitive selection process for the interim secretary-auditor position

The Pira City Council, on behalf of the Pira-Vilaverd Group of Municipalities, has called a selection process to fill, on an interim basis, the vacant post of third-class secretary, sub-scale of secretariat-intervention. The call, approved by Resolution of the Mayor’s Office of 12 August 2026 and electronically signed by Xavier Prat Palou, is published in the Official Bulletin of the Province of Tarragona (BOPT) of 14 August 2026 under reference CVE 2026-07759 (notice 363432).

The post, reserved for local administration civil servants with national habilitation, is vacant because it has not been possible to fill it through the procedures of articles 49, 50 and 51 of Royal Decree 128/2018, of 16 March. For this reason, the council has recourse to the interim appointment under article 53 of the same regulation, through an open competition-examination. The capital of the grouping is set in Pira, with its mayor as legal representative.

A third-class post for sub-scale A1

The post is assigned to group A, subgroup A1, and working time is split 50% between Pira and Vilaverd. The remuneration established by the terms is as follows:

  • Annual A1 salary: EUR 18,358.98 (14 payments)
  • Job allowance, level 24: EUR 729.14 per month (EUR 10,207.96 per year)
  • Specific allowance: EUR 1,298.24 per month (EUR 18,175.36 per year)

Requirements and submission deadline

People who, on the final day of the deadline, meet the following requirements may take part:

  • Hold Spanish nationality and have turned sixteen without exceeding the compulsory retirement age
  • Hold a university qualification of subgroup A1 (degree, doctorate, licentiate degree, engineering or equivalent)
  • Hold a C1-level Catalan certificate or pass the specific test of the process
  • Not have been dismissed from any public administration nor disqualified from holding public office

Applications may be submitted within 20 working days from the day after publication in the BOPT, by electronic means at the City Council’s electronic office or in person at the General Registry of Pira.

Examination, merit assessment and interview

The examination phase, with a maximum of 20 points, consists of a test of 50 questions, plus 5 reserve questions, with four alternative answers: each correct answer adds 0.40 points and each incorrect answer subtracts one quarter of that amount, with a minimum of 10 points required to pass. The Catalan test is disqualifying for those who do not certify the C1 level. The merit assessment phase, up to 10 points, evaluates:

  • Professional experience in national habilitation subscales (up to 2 points) and in legal, economic or organizational functions of public administrations (up to 1 point)
  • Training and professional development (up to 1.5 points), postgraduate degrees, master’s degrees and doctorates (up to 1.75 points), additional qualifications, Catalan language skills and ACTIC certificates
  • Having passed competitive examination exercises in the last two national habilitation calls (up to 1 point)

The selection board may also hold a non-eliminatory interview worth a maximum of 1 point.

A two-year job pool

All persons who pass the process, regardless of their number, will form a job pool lasting two years, expressly extendable by decree of the presidency for the same period, counting from the first appointment of the Directorate General for Local Administration of the Government of Catalonia. Calls will be made by email and telephone, and other local bodies with a collaboration agreement may use the pool if the registered persons so authorize. The appointed person will cease when a civil servant with national habilitation designated in accordance with Royal Decree 128/2018 takes up the post.

An opportunity for Conca de Barberà

The call opens a route of access to the local civil service for civil servants and technical staff of subgroup A1 from Conca de Barberà, in an area where the filling of these reserved posts often takes a long time. The pool, shareable with other administrations, reinforces the continuity of public faith, economic auditing and legal advice for small municipalities.
