Pioz: Ricardo García takes over the Mayor's Office due to the mayor's illness

The Pioz City Council has entrusted the first deputy mayor, Ricardo García López, with the temporary exercise of the Mayoralty due to the illness of the mayor-president, Carmen Blázquez Abellán. The decision was adopted through Mayoral Decree 506/2026, dated September 14, 2026, and was made public in the Official Gazette of the Province of Guadalajara (BOP) number 178, corresponding to Thursday, September 17, 2026.

The announcement is inserted in the CITY COUNCILS section of the provincial gazette, under the heading “SUBSTITUTION OF MAYORALTY,” and occupies page 1 of the issue. The publication is carried out in compliance with articles 44.2 and 47.2 of Royal Decree 2568/1986, of November 28, which approves the Regulations on the Organization, Operation, and Legal Regime of Local Entities, the regulation that governs the cases of substitution in the leadership of local government bodies.

The decree signed in Pioz on September 14, 2026, establishes that the substitution takes effect from the signing of the resolution itself and will remain in place as long as the cause motivating it persists—namely, the mayor’s illness—until an express resolution is issued to nullify it. Therefore, no predetermined end date is set.

Scope of the substitution

During the substitution period, the first deputy mayor will exercise the powers inherent to the Mayoralty and will act under the title of acting mayor. The decree details the functions assumed:

• All functions inherent to the Mayoralty.
• The presidency of the sessions of the municipal bodies whose presidency legally corresponds to the Mayoralty.
• The exercise of the powers that local regime legislation reserves for the holder of the office.

The resolution was signed in Pioz on September 14, 2026, by the acting mayor himself, Ricardo García López, confirming the immediate entry into force of the measure from that same date.

Limits and guarantees of the office

The decree introduces an express limitation on the exercise of the office during the substitution: under the terms of article 48 of Royal Decree 2568/1986, of November 28, the acting mayor may not revoke the delegations granted by the mayor. Thus, the continuity of the municipal organization and the delegations already conferred are preserved.

The text also specifies the effects that the measure does not have on the holder of the Mayoralty:

• The substitution does not imply the removal of Carmen Blázquez Abellán.
• It does not imply the loss of the ownership of the Mayoralty.
• It does not affect her status as a councilwoman nor her status as a member of the Municipal Corporation.

It is, therefore, a temporary substitution limited to the cause that motivates it, without a definitive alteration in the composition of the municipal government.

Background and Municipal Continuity

The recent trajectory of the Pioz City Council in the provincial bulletin shows the ordinary activity of the council in the preceding weeks. In BOP number 154, dated August 13, 2026, the rules governing the temporary employment contracting of unemployed persons within the framework of the Active Employment Support Program (Line 1) in Pioz were published, an announcement signed by the mayor-president, Carmen Blázquez Abellán, on July 6, 2026.

That file was approved by Mayoral Decree 2026-0413, dated June 1, 2026, and was linked to Order 46/2026, dated April 7, from the Provincial Delegation of the Ministry of Economy, Business and Employment in Guadalajara. The call was funded by the European Social Fund, the Regional Government of Castilla-La Mancha, the Provincial Council of Guadalajara, and the Pioz City Council itself.

The publication of the substitution allows residents and third parties to know who holds the highest municipal responsibility during the period of leave, a relevant piece of data for the signing of resolutions, the convening of sessions, and dialogue with other administrations. The decree guarantees that the Mayor’s Office maintains its ordinary activity and that the current delegations remain in effect, without the illness of the holder altering the tenure of the office or the composition of the Corporation.
