Piedrahíta announces a position for a works officer in the open competition.

The Piedrahíta City Council has announced the provision, as permanent labor staff, of a works officer position through the merit-based competitive examination system in the open-access category. The announcement, signed by the mayor María del Carmen Zafra Fernández on August 4, 2026, is published in the Official Bulletin of the Province of Ávila, number 155, of August 13, 2026, within the Local Administration section (announcement number 1633/26). Interested persons shall have 20 calendar days from the publication of the extract of the announcement in the Official State Gazette to submit their application.

The position is classified in professional category II of the Collective Agreement for Labor Personnel at the service of the Most Excellent City Council of Piedrahíta, with the remuneration assigned to that classification group. The procedure is governed by the published bases and, supplementarily, by the consolidated text of the Basic Statute of Public Employees (Royal Legislative Decree 5/2015), the Workers’ Statute (Royal Legislative Decree 2/2015), the Law Regulating the Bases of the Local Government System (Law 7/1985), the consolidated text of the Local Government System (Royal Legislative Decree 781/1986) and the Law on Common Administrative Procedure (Law 39/2015), among other regulations.

Requirements and submission of applications

The following may participate: persons who have Spanish nationality or the nationality of a European Union member State —or of third States with a treaty recognizing the free movement of workers—, have reached the age of 16, possess functional capacity, have not been separated from any public administration, and hold the qualification of Graduate in Compulsory Secondary Education or equivalent. Applications shall be addressed to the Mayor’s Office and submitted electronically through the Electronic Office of the Most Excellent Provincial Council of Ávila or through the means provided for in article 16.4 of Law 39/2015; each applicant may submit only one application.

  • Submission deadline: 20 calendar days from the publication of the extract in the BOE.
  • Examination fee: 15.00 euros, by bank transfer to IBAN ES24 2100 7986 7213 0036 1206.
  • Required documentation: copy of the DNI, required qualification, claimed merits, and proof of payment of the fee.

Selection process: merit-based competitive examination

The competitive examination phase accounts for 60% of the total assessment and consists of a theoretical-practical multiple-choice exam, with a maximum of 25 questions and three alternative answers, on the subjects of the syllabus: Spanish Constitution of 1978, territorial organisation, occupational risk prevention, equality and gender-based violence, and trades such as masonry, plumbing, electricity, carpentry, painting and gardening. The competition phase, the remaining 40%, assesses the merits accredited together with the application:

  • Professional experience: up to 4.00 points (0.20 per full year in public administrations in an identical post; 0.08 per year in private entities in analogous positions).
  • Training courses: up to 2.00 points, according to accredited hours (from 0.10 to 0.50 points per course).

In the event of a tie, it shall be resolved by the highest score in the competitive examination and, successively, by the greatest public experience, the greatest private experience and the greatest number of courses; if it persists, it shall be decided by draw.

Committee, employment pool and appointment

The selection committee, of collegiate composition and with qualifications equal to or higher than those required, shall be appointed by resolution of the competent body. Once the application deadline has ended, the provisional list of admitted and excluded applicants shall be published on the notice board, with a period of 10 calendar days for allegations or correction of defects. Applicants who do not pass the process shall form an employment pool for the category of skilled construction worker, ordered by the score of the competitive examination phase and approved by resolution of the Mayor’s Office. The proposed applicant must submit the documentation within 20 calendar days and sign the employment contract within 30 days following notification; against the resolution, an appeal for reconsideration may be lodged within one month, or a contentious-administrative appeal within two months, before the Contentious-Administrative Court of Ávila.
