Gaming Commission personnel transferred to the FPS Economy

A Royal Decree of August 5, 2026, published in the Belgian Official Gazette of September 7, 2026 (p. 49117), automatically transfers the personnel of the Gaming Commission from the FPS Justice to the FPS Economy, SMEs, Middle Classes and Energy. Signed by King Philippe, this text bears the official reference C-2026/006481 and enters into force on June 1, 2026.

This decree implements Article 3 of the Law of April 30, 2026, regarding the transfer of the Gaming Commission and the competence in matters of gambling to the FPS Economy. It also relies on the Royal Decree of January 15, 2007, regarding the mobility of statutory officials in the federal administrative civil service (Article 35), and was proposed by the Minister of Economy, D. CLARINVAL, and the Minister of Justice, A. VERLINDEN.

An automatic transfer in three categories

Article 1 of the decree organizes the transfer according to the status of the officials concerned, without these transfers constituting new appointments.

• Statutory personnel: 31 officials, including attachés, advisors, administrative and financial experts, administrative assistants, and one general advisor, transferred automatically.
• Trainee personnel: 4 officials in traineeship as part of statutory recruitment, also transferred automatically.
• Contractual personnel: 5 officials hired under an employment contract, who benefit, by simple signature of an amendment to their contract, from the same contract with the FPS Economy.

The statutory officials concerned

Among the transferred statutory staff members are notably Lisa Beirens, Koen Beyaert, Branco Bollen, Isabelle Coppe, Emma Corvelyn, Marijke Cypers, Pascal De Coninck (advisor), Nina De Graeve, Marjolein De Paepe, Karlien De Veirman, Manar El Miloudi, Eline Guerbaoui, Alexandra Kadirova, Geoffrey Martin, Barbara Masquelier, Steve Mees (general advisor), Christine Onraedt, Odile Peeters, Christian Rapaille, Ilse Rauwoens, Stefaan Savenberg, Alessia Sini, Ine Van Cauwenberge (advisor), Jonathan Van Damme, Sofie Van Herrewegen (financial expert), Patrick Van Holder, Caroline Van Loo, Sofie Vannieuwenhuyse, Sven Vervloet (advisor), Alizée Wallez, and Philippe Wauters.

Trainees and contractuals

The officials in traineeship transferred automatically are Christina Garvalova, Jennifer Siccard, Osias Woglo-Ayigba, and Cédric Cludts, all at the grade of attaché. The contractual officials, all administrative assistants, are Lorie Bègne, Nancy Cossalter, Jade Delsanne, Femke Temmerman, and Nisrine Zourgani.

Scope of the reform

This decree formalizes the transfer of the regulation of the gambling sector from the FPS Justice to the FPS Economy, which becomes the supervisory authority of the Gaming Commission. The text, issued at L’Île-d’Yeu on August 5, 2026, charges the Minister of Economy and the Minister of Justice, each in their respective capacities, with its execution. For the concerned staff, this transfer guarantees the continuity of their status and career within the federal civil service, while the gambling sector sees its regulator attached to a department more oriented toward economic and consumer policy.
