Perpiñá Torrent assumes the acting mayoralty of Pau until August 30

The second deputy mayor of the Pau City Council, Lluís Perpiñá Torrent, assumes all functions of the mayor’s office from August 15 to 30, both inclusive. The appointment was agreed upon by decree of the Mayor’s Office on August 15, 2026, and is published in the Official Gazette of the Province of Girona (no. 164, edict 7439, of August 26, 2026).
The delegation comprises all the powers of the office and extends to all areas inherent to the Mayor’s Office. The publication is made in compliance with Article 47 of Royal Decree 2568/1986, of November 28, which approves the Regulation on the organization, operation, and legal regime of local entities.
A temporary appointment by decree
The appointment of an acting mayor responds to the need to guarantee the continuity of municipal management during the period of absence of the holder of the mayor’s office. The agreement, adopted by decree of the Mayor’s Office on August 15, 2026, designates the second deputy mayor to hold the office during the second fortnight of August.
The period of validity of the appointment is as follows:
- Start date: August 15, 2026.
- End date: August 30, 2026, both days inclusive.
- Position: acting mayor.
- Designating body: the Mayor’s Office, by decree.
Scope of the delegation
The delegation conferred upon Lluís Perpiñá Torrent is not limited to representative or protocol functions, but comprises all the powers of the office of mayor. This includes all areas inherent to the Mayor’s Office, such that the deputy mayor can fully exercise municipal competencies during the period of validity.
This comprehensive delegation ensures that the ordinary management of the Pau City Council is not interrupted during the absence of the holder, and that the citizenry has an interlocutor with full powers for the processing of municipal matters.
Appeals against the decree
The appointment decree ends the administrative route, but the regulations provide for the possibility of challenging it. Interested parties may file the following appeals:
- Contentious-administrative appeal: before the Contentious-Administrative Courts of the province of Girona, within a period of two months from the day following notification.
- Appeal for reversal (optional): before the same body that issued the act, within a period of one month from the day following publication, in accordance with Articles 123 and 124 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.
