Perarrúa fija en 0,31 euros el kilovatio hora de sus cargadores eléctricos

The Perarrúa City Council has definitively approved the fiscal ordinance regulating the public price for the provision of electric vehicle charging services at municipal-owned stations. The agreement, automatically elevated to definitive status as no claims were filed during the public exhibition period, is published in full in the Official Gazette of the Province of Huesca number 212, dated November 5, 2026, with official reference BOPH-2026-212024 and file number 1868746F.

The publication is carried out in compliance with article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The text bears the signature of the mayor, Manuel Santos Lalueza Ciutad, dated November 4, 2026, and consists of 19 articles distributed across pages 40 to 47 of the gazette.

Single rate and conditions of use

The amount of the public price for power supplies equal to or less than 22 kW is set at a single rate of 0.31 euros/kWh, excluding VAT. All users who charge their vehicles at municipal points are required to pay, while municipal-owned vehicles are exempt.

  • Use authorization is managed via a computer application and QR code available on the municipal website and at the charging point itself.
  • Advance reservation is mandatory, and it is recommended to arrive with at least 20% battery.
  • The maximum charging time is 2 hours and 30 minutes, which may be limited based on necessity or demand intensity.
  • Once charging is complete, the vehicle must be removed immediately.
  • Payment is made through the enabled web platforms or APP and the payment gateway of the City Council or collaborating entities.
  • The accrual arises upon requesting access to the service or upon performing the recharge.

The ordinance permits bicycles, scooters, motorcycles, quadricycles, commercial passenger vehicles with a maximum authorized mass of less than 6,500 kg, and minibuses, with pure electric technology (BEV), extended range (REEV), or plug-in hybrid (PHEV).

Fines of 50, 100, and 500 euros

Failure to comply with the rules of use is considered an infringement and is penalized with a fine of 50 euros if it is minor, 100 euros if it is serious, and 500 euros if it is very serious; the latter case is accompanied by a prohibition from using the charging point for three months.

  • Minor offenses are classified as occupying a reserved space, parking across more than one space, failing to remove the vehicle thirty minutes after the end of charging, or failing to collect the cable and connector.
  • Serious offenses include delaying the charging of the next user, keeping the vehicle parked for more than three hours, negligently damaging the equipment, or accumulating two minor offenses within a year.
  • Very serious offenses include completely preventing another user from charging, the theft or intentional damage of installation elements, the fraudulent use of the service, or accumulating two serious offenses within a year.

The authority to initiate and resolve the sanctioning procedure corresponds to the Mayor’s Office, or the councilor to whom it is delegated, in accordance with Law 39/2015, of October 1. In addition to the fine, the offender must restore the assets to their previous state and compensate for damages.

Vehicle removal and annual price review

When a vehicle exceeds the maximum reserved period by more than thirty minutes, it may be removed and mechanically immobilized or reported by authorized personnel. The costs of transport or immobilization shall be borne by the vehicle owner. If the offender does not prove habitual residence in Spanish territory, the officer will provisionally set the amount of the fine and, if the amount is not deposited, the vehicle will be immobilized.

The modification of prices corresponds to the Plenary of the corporation, without prejudice to a review within the first month of each fiscal year based on the price of electricity. The regulation comes into force the day after its publication in the bulletin, that is, November 6, 2026, and will remain in effect until its express modification or repeal.
