Pedro Muñoz submits the review of the drinking water fee for public allegations
Por FactBox Admin

The Pedro Muñoz City Council has opened for public consultation the modification of the Fiscal Ordinance regulating the drinking water distribution fee, provisionally approved by the Plenary in the ordinary session of October 30, 2026. The agreement is published in the Official Gazette of the Province of Ciudad Real number 215, today Friday, November 6, 2026, via Announcement number 3598, and directly affects the water bill paid by all residents of the municipality. Interested parties have thirty business days to examine the file and submit any claims they deem appropriate.
The processing complies with articles 15.1, 16.1, and 17 of Royal Legislative Decree 2/2004, of March 5, which approves the Recast Text of the Law Regulating Local Treasuries, a regulation that requires any modification of municipal fiscal ordinances to be submitted for public consultation before final approval. The announcement is signed by the Mayor-President, Alberto Lara Fonseca, in Pedro Muñoz on November 4, 2026.
Thirty business days to appeal
The public exhibition period will begin to count from the day following the publication of the announcement in the Official Gazette of the Province and extends for thirty business days. During this period, according to the official text, interested parties may examine the file and submit any claims they consider appropriate.
The same publication warns of a practical consequence relevant to residents: if no claim is submitted within that period, the agreement will be understood as definitively adopted as it was provisionally approved, without the need for a new plenary agreement, in accordance with article 17.3 of the TRLRHL.
Four fiscal ordinances revised on the same day
Announcement number 3598 is part of a block of four modifications to fiscal ordinances approved in the same plenary session of October 30, 2026, and published in the same issue of the provincial gazette:
- Announcement number 3597: specific modification of the fiscal ordinance regulating fees for the private occupation and special use of public domain.
- Announcement number 3598: modification of the fiscal ordinance regulating the drinking water distribution fee.
- Announcement number 3599: modification of the fiscal ordinance regulating the tax on mechanically propelled vehicles.
- Announcement number 3600: modification of the fiscal ordinance regulating the fee for the provision of wastewater treatment services.
The four announcements share the same procedure, the same thirty-business-day deadline, and the same consultation point, such that the City Council is concentrating in a single batch the update of the tax figures linked to the water cycle, vehicles, and local public domain.
Where to consult the file
The file may be consulted at two locations:
- The Intervention Department of the Pedro Muñoz City Council.
- The municipal electronic office.
The published text does not detail the specific modifications to the ordinance nor the resulting rates, which must be examined in the file itself. Nor does it specify the effective date of the new regulation, which in any case remains conditional upon the resolution of this public information process.
The publication occurs within a context of an orderly review of the municipality’s local taxation: barely a month earlier, on October 6, 2026, the same City Council had already submitted for public information the modification of the real estate tax ordinance, initially approved in the plenary session of September 28 (bulletin number 192).
Impact for residents
The review of the drinking water distribution fee affects the amount of the water bill for all households and economic activities in Pedro Muñoz, meaning the period now open is the only formal opportunity to intervene before the new ordinance is finalized. Any affected resident, company, or collective may consult the file and submit allegations within the thirty business days following publication, with no further requirement than to contact the municipal registry or the electronic office; once this period has elapsed without claims, the modification will automatically become final.
