Peñaflor aprueba la urbanización del sector SRO-3 y desbloquea su desarrollo

The Peñaflor City Council (Seville) has definitively approved the urbanization project and the legalization file for sector SRO-3 of the municipality’s Subsidiary Urban Planning Regulations. The decision was adopted via Mayoral Resolution No. 489, dated June 29, 2026, and is made public in the Official Gazette of the Province of Seville No. 200, dated October 15, 2026, with official reference CVE: BOP-SE-2026-200014.

Definitive approval and scope of the project

The announcement is signed by the mayor-president, José Ruiz Herman, and states that the file was promoted by the Peñaflor City Council itself, under the terms contained in the administrative record. The urbanization project was drafted by a competent technician and is approved in accordance with the technical documentation present in the file.

The Mayoral resolution includes six pronouncements:

  • First. To definitively approve the urbanization project for sector SRO-3, within the municipal boundaries of Peñaflor.
  • Second. To approve the complementary annex of the project and the modified technical documentation incorporated into the file, corresponding to plans R07 and R08, which become an integral part of the approved project.
  • Third. To keep unaltered the remaining determinations of the urbanization project not affected by the approved modifications.
  • Fourth. To make the execution of the urbanization works subject to strict compliance with the conditions established in the technical reports issued by the municipal services and incorporated into the administrative record.
  • Fifth. To notify the resolution to the interested parties, indicating the applicable appeals in accordance with current legislation.
  • Sixth. To publish the definitive approval agreement in the Official Gazette of the Province of Seville and publicize it through the Transparency Portal and the electronic office of the Peñaflor City Council.

Technical conditions and execution of works

The approval does not release the developers from technical obligations: the execution of the works is conditional upon strict compliance with the conditions set out in the reports of the municipal services. The administrative file and the corresponding technical documentation may be consulted through the Transparency Portal of the Peñaflor City Council.

The announcement further specifies that its publication will produce notification effects only in the cases and with the requirements provided for in current legislation, without prejudice to the individual notifications that must be made to the owners and other interested parties.

Deadlines and means of appeal

Against the resolution of definitive approval, which ends the administrative route, interested parties have the following options:

  • Optional appeal for reversal (recurso potestativo de reposición) before the Mayor’s Office of the Peñaflor City Council, within one month from the day following its notification or publication.
  • Contentious-administrative appeal before the competent jurisdictional body, within two months from the day following the notification or publication, in accordance with Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and Law 29/1998, of July 13, regulating Contentious-Administrative Jurisdiction.

The document appears electronically signed by José Ruiz Herman on October 13, 2026, and is inserted on pages 51 and 52 of the provincial bulletin.

Impact for the municipality

The final approval closes the processing of the instrument that organizes sector SRO-3 and unlocks its urban development by establishing the project determinations and the technical conditions for the execution of the works. Owners and developers within the area thus have an approved framework for urbanization, while any disagreement must be channeled through the appeal routes indicated in the announcement.
