Payá leaves the Governing Board of Petrer and Sales enters
Por FactBox Admin

The Mayor’s Office of Petrer has dismissed Óscar Payá Porcel and appointed Víctor Sales Navarro as members of the Local Government Board, in both cases effective from the date the resolution was signed. The decision was adopted through Mayoral Decree No. 2026-2986, dated September 28, 2026, which was reported to the Plenary in an ordinary session on October 29, 2026. The edict is published in the Official Gazette of the Province of Alicante No. 211, dated November 5, 2026, in section III. Local Administration, with official reference 8414 (pp. 1-2).
The change occurs within the Partido Popular Municipal Group, which simultaneously loses and recovers its only seat in the collegiate body: the edict is expressly titled “Appointment and dismissal of councilors of the Partido Popular Municipal Group as members of the Local Government Board.” The resolution is based on the powers that Article 23 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime attributes to the Mayor’s Office, and Article 52 of the Regulations on the Organization, Operation, and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28.
The new composition of the body
With the decree, the Local Government Board of Petrer is composed of the Mayor-President, Irene Navarro Díaz, and six members:
- David Morcillo García (PSOE Municipal Group), ordinal 1.
- Fernando D. Portillo Esteve (PSOE Municipal Group), ordinal 2.
- Ramón Poveda Bernabé (PSOE Municipal Group), ordinal 3.
- Patricia Martínez Carbonell (PSOE Municipal Group), ordinal 4.
- Víctor Sales Navarro (PP Municipal Group), ordinal 5.
- Rafael Masiá Espí (Esquerra Unida + Compromís Municipal Group), ordinal 6.
The entry of Víctor Sales Navarro also occurs in a context of adjustment to his remuneration scheme within the corporation. Mayoral Decree No. 2026-2881, dated September 21, 2026, published in the Official Gazette of the Province of Alicante No. 190, dated October 6, 2026, had voided his 50% partial dedication as of October 1 and had included him as a councilor without exclusive or partial dedication in the attendance scheme, with a monthly forecast of 691.22 euros.
Attendance fees for attending the collegiate body
On that same November 5, the provincial gazette published another edict from the Petrer City Council, with official reference 8412, which extends the attendance scheme of Víctor Sales Navarro effective October 1, 2026, to add his attendance at the Local Government Board. The amounts, ratified by the Plenary on October 29, 2026, are as follows:
- 449.34 euros for attendance at the Plenary Session.
- 241.88 euros for attendance at the Information Committees.
- 57.80 euros for attendance at the Local Government Board, with a forecast of three meetings per month.
- Total monthly forecast for the councilor: 864.62 euros.
The decree of dismissal and appointment also incorporates an express mandate for notification to Óscar Payá Porcel and Víctor Sales Navarro —who shall be considered notified, in any case, once the first summons of the collegiate body is received— and to the Partido Popular municipal group through its spokesperson. It also orders the municipal IT department to update the composition of the Board in the corresponding module of the GESTIONA Platform and the Mayor’s Office to review the institutional and organizational information.
Publicity and plenary control
The publication in the bulletin responds to articles 52.4 and 46.1 of the local regime regulations, which require reporting the resolution to the Plenary in the first session it holds and proceeding to its publication, without prejudice to the effectiveness expressly established in the decree itself. Therefore, effectiveness is not suspended pending plenary ratification: the dismissal and appointment operate from the signing of the decree on September 28.
The handover affects a body that makes relevant management decisions in the municipality, such as the approval of regulatory bases for subsidies or public employment calls. For the residents of Petrer, the change translates into a new voice with a vote on the Local Government Board and an adjustment of municipal expenditure on attendance, figured at 57.80 euros per meeting for the new member, within a remuneration scheme that had already been modified since October 1.
