Thola Kollo–Collpa border crossing comes into effect between Peru and Bolivia

The Agreement by Exchange of Notes between the Republic of Peru and the Plurinational State of Bolivia for the Permanent Enabling of the Thola Kollo – Collpa Border Crossing entered into force on August 31, 2026. This was announced by the Official Gazette El Peruano in its edition of Wednesday, September 16, 2026, within the International Agreements section of Legal Norms.

The agreement, adopted on September 29, 2025, was ratified by Supreme Decree No. 038-2026-RE, dated August 26, 2026, and its entry into force occurred upon the completion of the internal procedures of both parties. Consequently, the connection point Collpa (Peru) – Thola Kollo (Bolivia) is permanently enabled for the transit and trade of border populations.

A commitment of the binational agenda

The enabling of the crossing responds to commitment 10, paragraph 1, of Axis IV (Infrastructure for integration and development) of the Sucre Action Plan, annexed to the Sucre Declaration, approved at the Presidential Meeting and Second Meeting of the Peru – Bolivia Binational Ministerial Cabinet, held on November 4, 2016.

Supreme Decree No. 038-2026-RE was signed by the President of the Republic, Keiko Sofía Fujimori Higuchi, and countersigned by the Minister of Foreign Affairs, Alfonso Carlos Espá y Garcés-Alvear. The regulation was issued under articles 57 and 118, subsection 11, of the Political Constitution of Peru and the second paragraph of article 2 of Law No. 26647.

The notes that shaped the agreement

The agreement was formalized through the exchange of two diplomatic notes:

• Note RE (MIN) No. 6/105, from Lima, June 11, 2025, sent by the then Minister of Foreign Affairs of Peru, Elmer Schialer Salcedo, in which the proposal for the permanent enabling of the crossing was renewed.
• The Bolivian note Cite: GM-Cs-172/2025, from La Paz, September 29, 2025, signed by the Minister of Foreign Affairs of the Plurinational State of Bolivia, Celinda Sosa Lunda, which expressed full agreement with the tenor of the Peruvian proposal.

Peru’s original proposal had been presented through Note RE (MIN) No. 6/188, dated December 3, 2024. The documents specified that the enabling of the crossing, as well as the necessary civil works and projects to make it effective, may proceed independently of the treatment of the boundary situation in the sector, which is addressed in its respective bilateral mechanism.

Validity and scope

As agreed, the agreement entered into force on the date of receipt of the final diplomatic notification by which the parties communicated the completion of their internal legal procedures. The official publication confirms that this occurred on August 31, 2026.

The permanent enabling of the Thola Kollo – Collpa crossing seeks to contribute to the integration between the border populations of both countries and the strengthening of the bilateral relationship, in line with the will for integration and solidarity between the Peruvian and Bolivian peoples.

For the inhabitants of the border area, the entry into force of the agreement provides a stable and regular channel for the transit of people and goods, with a direct impact on local trade and connectivity between the bordering regions of Peru and Bolivia. This represents a concrete step in the bilateral physical integration agenda that both governments have been promoting since the Sucre Declaration.
