Pasaia tenders the concession for a multipurpose terminal in Lezo

The Pasaia Port Authority has opened the tender to select the bid with which it will process the administrative concession for the enabling and operation of a multipurpose terminal at the Lezo quay (bollards 5 to 9) of the port of Pasaia. The tender announcement is signed by the president of the organization, Izaskun Goñi Razquin, and is published in the Official State Gazette (Boletín Oficial del Estado) no. 230, of September 17, 2026, section V-B, with the official reference BOE-B-2026-30095. Interested operators have 45 calendar days to submit their bids.

The call is based on article 86.4 of the Revised Text of the State Ports and Merchant Marine Law, approved by Royal Legislative Decree 2/2011, of September 5, and is promoted by the Presidency of the Pasaia Port Authority, an organization dependent on the Ministry of Transport and Sustainable Mobility. The contracting authority is identified with NIF Q2067002B and located at the Edificio Trasatlántico, zona portuaria s/n, Pasaia (Gipuzkoa, NUTS code ES212). The contract is classified with CPV code 63721200 (port operation services) and its estimated value is listed as 0.00 euros, as the concessionaire’s remuneration comes from the fees and tariffs derived from the operation itself.

This is not the first attempt regarding this port area. In 2021, a multipurpose terminal at the Lezo 1 quay (bollards 1 to 9) was tendered, file 1-2021, via an announcement published in the Official State Gazette no. 128 of May 29, 2021 (BOE-B-2021-27207). That tender was declared void by agreement of the Board of Directors on June 29, 2022, which also agreed to the full seizure of the provisional guarantees deposited by Sobrinos de Manuel Cámara, S.A. and Estibadora Algeposa, S.A. (BOE-B-2022-28522). In parallel, another tender for bollards 9 to 30 and the plot of the former thermal power plant was awarded to Sobrinos de Manuel Cámara, S.A. (BOE-B-2022-23889).

A five-year concession extendable up to fifteen

The procedure is open and the modality is a tender. The requirements for bidders are governed by clauses 12 and 13 of the specifications, while the conditions for participation and submission of bids refer to clauses 14 and 16.

The term of the concession is five years, extendable up to fifteen depending on the investments committed by the successful bidder in their offer and the amortization plan provided in the economic-financial study.

One hundred points to choose the best offer

The evaluation is based on a maximum of 100 points, with the following breakdown:

• Business project: up to 35 points, of which 32.5 correspond to the minimum traffic commitment (general cargo and bulk, detailed by year) and 2.5 to traffic considered additional to that already handled at the port.
• Operating project: up to 15 points, divided between terminal competitiveness (5), total achievable capacity in tons per year (2.5), environmental analysis and management program (5), and corporate social responsibility plan (2.5).
• Development project: up to 20 points, with 1 point for every 5,000 euros of environmental investment and up to 2 points for the technical quality of the proposal.
• Economic proposal: up to 12.5 points for improvements in the occupancy rate, 12.5 for improvements in the activity rate, and 3 for the improvement of the maximum tariffs applicable to users.

Guarantee, deadlines, and electronic submission

The provisional guarantee is set at 2% of the budget for the proposed works and installations, with a minimum of 5,000 euros, according to clause 15 of the specifications.

The deadline for the receipt of bids is forty-five calendar days starting from the day following the publication of the announcement in the Official State Gazette (Boletín Oficial del Estado). Bids are submitted through the Public Sector Electronic Tendering Services Platform (PLACSP), and the specifications are freely, directly, and gratuitamente accessible via the contracting profile hosted on the Public Sector Procurement Platform. Proposals must be written in Spanish.

The new tender comes after the previous attempt was declared void and while the general cargo and bulk traffic of the Gipuzkoan port is currently distributed among already awarded facilities. For logistics operators and stevedores, the competition defines a framework of five to fifteen years with measurable traffic commitments and a significant weighting of environmental investment, factors that will condition the cost structure and the capacity to attract new traffic at the Lezo pier.
