Pantón approves the water tax with tiered rates starting from 2027

The Pantón City Council will apply a new water supply tax starting January 1, 2027, with rates based on consumption blocks and a fee of 172.50 euros per quarter for users without a meter. The modification of Fiscal Ordinance No. 3 was definitively approved as no allegations were presented during the public exhibition period and is published in full in the Official Gazette of the Province of Lugo, BOP No. 220 of September 25, 2026, with the official reference R. 2528.

The Plenary of the Pantón City Council, in the ordinary session of June 26, 2026, provisionally approved the modification of the ordinance regulating the water supply tax. The file was subject to public information for thirty business days via an announcement in BOP No. 151 of July 4, 2026, and on the notice board of the municipal electronic headquarters. As no claims were registered, the agreement automatically becomes definitive, in compliance with Article 17 of Legislative Royal Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries.

The announcement is signed by the mayor, José Luis Álvarez Blanco, dated September 16, 2026, and the regulation repeals the previous water fiscal ordinance.

Block rates for domestic use

The tax quota results from applying the price per cubic meter to the taxable base—the cubic meters consumed—with a fixed service maintenance fee and four consumption blocks, calculated per natural quarter:

• Service maintenance fee: 7.763 euros.
• Between 0 and 18 m³: 0.087 euros.
• Between 19 and 30 m³: 1.380 euros.
• Between 31 and 50 m³: 2.243 euros.
• More than 51 m³: 3.278 euros.

The ordinance also establishes an efficient use rate for holders who certify the number of inhabitants in the dwelling by request, verified by municipal services through the Census (Padrón). The certification is valid for two years and, in cases of four or more people, modifies the upper limit of the first block according to the expression 3 m³/month multiplied by the number of recognized inhabitants.

Industrial, works, and connections

For industrial uses and for works, the ordinance sets prices different from domestic ones:

• Industrial uses: maintenance of 7.763 euros and blocks of 0.087 euros (0-18 m³), 0.575 euros (19-30 m³), 1.380 euros (31-50 m³), and 1.898 euros (more than 51 m³).
• Uses for works: maintenance fee of 40.00 euros, minimum of 100 m³ per month at 0.173 euros, and 3.795 euros for each cubic meter exceeding that minimum.
• Connection fee to the general supply network in dwellings: 115.00 euros, as a single payment.
• Connection fee to the general supply network for industrial use: 143.75 euros.

Likewise, non-domestic uses that consume less than 2,000 cubic meters in a calendar year are assimilated to domestic uses, unless the pollutant load discharged increases the water canon fee by 20% over the result in the volume modality.

Without meter, breakdowns and entry into force

Users who lack a meter shall pay a quarterly fee of 172.50 euros. In the event of a stoppage or breakdown of the meter that prevents correct settlement, consumption will be settled according to what was recorded in the same period of the previous year and, if that data does not exist, by the arithmetic mean of the two immediately preceding quarters.

The fee demanded in any case for the provision of the service shall be the minimum established according to the type of consumption, and the accrual of the fee per supply occurs on the first day of each calendar quarter. The ordinance does not recognize other tax benefits than those provided for in regulations with the rank of law.

The final provision sets the entry into force on January 1, 2027, following full publication in the Official Provincial Gazette, and the regulation will remain applicable until its express modification or repeal. An administrative-law appeal may be filed against the agreement within two months from the day following publication, before the High Court of Justice of Galicia, based in A Coruña.

The new tax affects all residents and premises with municipal supply, who will see their quarterly bills updated starting from the next financial year, with a specific surcharge for homes that do not yet have an individual meter.
