Pamplona opens the municipal apartments ordinance for seniors to public comments
Por FactBox Admin

The Plenary of the Pamplona City Council initially approved, in the session of October 1, 2026, the Regulatory Ordinance for municipal apartments for the elderly and agreed to submit the file for public consultation for 30 business days. The agreement is signed by the mayor Joseba Asiron Saez dated October 15, 2026, and is published in the Official Gazette of Navarra number 222, of November 6, 2026, on page 39490, within the announcements organized by locality.
The text reaches the Gazette after a process detailed by the agreement itself: the Mayor’s Office first promoted a prior public consultation and the Local Government Board subsequently approved the draft ordinance. The regulation aims to organize the use of municipal apartments intended for the elderly, a residential resource under municipal ownership, and its processing directly affects elderly people and their families interested in this service.
The service is already included among the City Council’s public price regulatory standards: Standard 4 is dedicated to the “Provision of the municipal apartments service for the elderly,” within the file for the modification of tax ordinances and public price standards published in the Official Gazette of Navarra number 206, of October 15, 2026. The new ordinance adds a specific framework of use to that economic regulation.
From the Plenary agreement to public exhibition
The agreement approved by the Plenary of the Corporation, with the regulatory quorum, establishes the administrative sequence of the regulation:
- March 27, 2026: Mayoral Resolution approving the prior public consultation of the ordinance.
- June 29, 2026: Agreement of the Local Government Board approving the draft ordinance.
- October 1, 2026: the Plenary initially approves the Regulatory Ordinance for municipal apartments for the elderly.
- October 15, 2026: the mayor signs the agreement and orders its publication.
- November 6, 2026: the agreement appears published in the Official Gazette of Navarra, number 222, page 39490.
The announcement does not reproduce the articles of the ordinance: it is limited to reporting the agreement of initial approval and the opening of the public exhibition process of the file.
Thirty business days to file objections
The second point of the agreement submits the file to public exhibition for a period of 30 business days, counted from the publication of the corresponding announcement in the Official Gazette of Navarra. The count therefore begins with this publication of November 6, 2026, and within that period, interested parties may examine the file and submit objections.
The agreement also incorporates an explicit consequence: the initial approval “will become definitive in the event that no allegations have been formulated.” In other words, the text will be finalized without a new plenary pronouncement if no submissions are made during the public information period.
It affects elderly people and their families
The ordinance regulates the use of municipal apartments for elderly people, such that its content conditions access to and residency in these municipal dwellings, a residential alternative for those who maintain autonomy but require support.
For elderly people and families waiting for one of these homes, the open procedure is the last opportunity to intervene before the regulation is definitively approved. The prior public consultation already closed in March and the project passed through the Local Government Board in June; now the file returns to the hands of the citizens before it enters into force.
The relevance of this step is twofold: it sets in writing the rules for a highly demanded municipal resource and leaves the calendar in the hands of the allegations. If there are none, the regulation will be definitively approved without further political debate; if there are, the matter must return to the Plenary.
