Palma del Río appoints eight career officials to the administrative scale

The Palma del Río City Council has appointed eight career civil servants from the General Administration scale, Administrative sub-scale, Administrative option, thereby closing the selection process linked to the public employment offers from 2021 to 2024. The decision is formalized in Decree 2951/2026, dated September 3, issued by the Third Deputy Mayor and Delegated Councilor for Human Resources and published in the Official Gazette of the Province of Córdoba No. 182, dated September 21, 2026, in the Local Administration section (reference BOP-A-2026-3135, pages 13507 to 13514).

The framework of the call

The eight vacant positions belong to group C1, General Administration scale, Administrative sub-scale, Administrative option, and are filled via the open access turn through the competitive examination procedure. They were included in the Public Employment Offer for the years 2021, 2022, 2023, and 2024 of the Palma del Río City Council, approved by Decree 2709/2024, dated September 25, and rectified by Decree 820/2025, dated March 31.

The file is based on the agreement of the Qualifying Tribunal dated July 22, 2026, published on the municipal Electronic Edicts Board, and on the report from the Human Resources Department regarding the applicants’ documentation. The resolution invokes article 21.1.h) of Law 7/1985, of April 2, regulating the Bases of the Local Regime; article 136 of Royal Legislative Decree 781/1986, of April 18; Royal Decree 896/1991, of June 7, and the bases of the call.

The eight appointments and their scores

The applicants who passed the process, in order of score, are:

• María del Pilar Díaz Rey, 95.94 points.
• Helena Montaño Muñoz, 89.69 points.
• Manuel Jesús Bohollo Hidalgo, 80 points.
• Gema María Barcos Bascón, 79.38 points.
• Julio José Gamero Lopera, 78.13 points.
• Manuel Ardite Rodríguez, 75.31 points.
• Juan Francisco Díaz Domenech, 75 points.
• Inmaculada Concepción Saldaña Martín, 74.38 points.

The decree dedicates a specific section to each of the eight appointments, from the second to the ninth of its operative part.

Assigned positions and taking office

The resolution definitively assigns a job position from the municipal List of Job Positions to each of the new civil servants:

• Code F90 to María del Pilar Díaz Rey.
• Code F103 to Helena Montaño Muñoz.
• Code F91 to Manuel Jesús Bohollo Hidalgo.
• Code F57 to Gema María Barcos Bascón.
• Code F88 to Julio José Gamero Lopera.
• Code F106 to Manuel Ardite Rodríguez.
• Code F116 to Juan Francisco Díaz Domenech.
• Code F43 to Inmaculada Concepción Saldaña Martín.

Each interested party must take office within one month from the day following the notification of the appointment, taking an oath or promise in accordance with Royal Decree 707/1979, of April 5.

Employment pool and appeal process

The decree also establishes an employment pool with 40 members, according to the eighth clause of the call, headed by Antonio Flores Ávalos, Fernando Martínez Tenor, Blanca Sánchez León, Inmaculada García Cuevas, and Salvador Marcos Nieto. The resolution will be notified to the appointees and forwarded to the municipal administrative units, and will be published on the Electronic Notice Board and in the provincial bulletin in accordance with article 62.1 of Legislative Royal Decree 5/2015, of October 30, the consolidated text of the Basic Statute of Public Employees Law.

Against the resolution, which concludes the administrative process, an optional appeal for reversal may be filed before the same body within one month from the day following its publication, or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Court, according to articles 123 and 124 of Law 39/2015, of October 1.

The appointment provides stability to eight administrative positions that had been pending coverage for years and activates an employment pool of 40 people called to cover future vacancies and substitutions in the city council. The process is thus closed in the administrative channel, subject to any appeals that may be filed in the coming months.
