Palau-solità obre a informació pública les tarifes de l'aigua del 2027

The Plenary of the Palau-solità i Plegamans City Council initially approved, in the session of October 29, 2026, the modification of the rates for the drinking water supply service for the year 2027, and agreed to submit the text to a public information process of thirty business days. The announcement is published in the Official Gazette of the Province of Barcelona on November 5, 2026, with the reference CVE 202610165745, and is signed by the mayor Oriol Lozano Rocabruna on November 3, 2026.

The document subject to the process is the Regulatory Ordinance for the public patrimonial provision of a non-tax nature relating to the provision of the public water supply service, a sixteen-page text that includes, in Annex 1, the complete rate table. Ownership of the service corresponds to the Palau-solità i Plegamans City Council, which manages it indirectly through the concessionaire CASSA Aigües i Depuració, SLU, and the rates are of the nature of non-tax income received directly by the awardee, in application of the self-financing principle.

The articulation of the procedure is in Article 8: the establishment or modification of the rates corresponds to the Plenary of the corporation, the proposal must originate from the concessionaire, and the approved rates have no validity or effectiveness if they are not subsequently authorized by the Price Commission of Catalonia.

Thirty business days to consult the file and file objections

The file, which includes the full text of the ordinance, can be examined at the municipal offices under the following conditions:

  • Working days, from 9 a.m. to 1 p.m.
  • A period of thirty business days counted from the publication of the announcement in the provincial gazette.
  • Written submission of claims, objections, or suggestions to the City Council, through any of the means specified in Article 16.4 of Law 39/2015, of October 1.

If no written submission is presented in due time and form, the ordinance will be definitively approved automatically, without any further procedure, in accordance with Article 178.1.c) of Legislative Decree 2/2003, Article 70.2 of Law 7/1985, and Article 66 of the regulation on works, activities, and services of local entities.

Fixed fees and progressive consumption blocks

The rate has two components: a fixed service fee for the availability of the supply, regardless of consumption, and a variable fee with a block structure, with higher prices in the upper tiers. The main amounts in Annex 1 are:

  • Domestic use: six types of subdivision (A to F) with fees between 2.55 and 16.23 euros per subscriber per month, depending on the installed flow and the meter.
  • Domestic consumption: 0.4697 €/m³ up to 6 m³ per month, 0.5636 €/m³ from 7 to 9 m³, 1.1269 €/m³ from 10 to 15 m³ and 2.9350 €/m³ for the excess.
  • Commercial and hotels: fixed fee from 10.54 to 47.08 euros depending on the meter diameter and blocks of 0.7774, 2.2131 and 3.7612 €/m³.
  • Irrigation and urban gardens: 11.75 euros per subscriber per month and a single block of 2.2114 €/m³.
  • Industry: fixed fees of up to 2,091.95 euros per subscriber per month for 150 mm meters, with blocks of 2.1556, 3.0643 and 3.8124 €/m³.
  • High water: 245.20 euros per subscriber per month and 0.7569 €/m³.

The current rate of Value Added Tax is applied to the resulting fee. The annex also sets the prices for new connections, the installation of meters, fire hydrants, service restoration, and the amounts for fraud detected in the meter (516.61 euros) and in the piping (1,211.96 euros).

Family bonuses, social tariff and entry into force

The ordinance maintains the modulation of the brackets for households with more than three people, calculated from a basic allocation of 100 liters per person per day, with increases of three, two and one cubic meter per additional person in the first, second and third bracket respectively. Accreditation is carried out through the procedure granted by the Catalan Water Agency according to the water canon regulations.

It also provides for a domestic social tariff for subscribers with a granted social canon and for those to whom municipal social services grant the bonus due to economic circumstances. Regarding billing, settlement is quarterly for all uses and monthly for industrial users, and the leak fee is only applied with documentary justification of the repair by a certified installer and a prior study of the consumption history.

The final provision establishes that the ordinance will enter into force fifteen business days after its publication in the provincial bulletin, and will remain in force until its express modification or repeal.

The calendar matters to any resident with a water contract: the modification affects the fixed fee and the price per cubic meter for all homes, businesses and industries in the municipality, and the period of thirty business days is the only window to discuss the text before it is automatically approved.
